Paraguay's Congress Approves Landmark Legislation to Establish International University

Asunción, Paraguay - In a move poised to reshape the nation's educational landscape, the Paraguayan Congress has given its final approval to a bill establishing an International University aimed at fostering globally competitive talent. The Chamber of Deputies recently passed the "Law on the Establishment of the International University" during its plenary session, following prior endorsement by the Senate.

The newly approved legislation outlines the creation of a private foundation-operated International University, which will function under novel educational regulations. This ambitious project is spearheaded by the Instituto de Capacitación y Estudios (ID Education and Research Institute), a well-regarded higher education institution within Paraguay, driven by a commitment to provide Paraguayan citizens with premier education and expanded opportunities.

The International University aspires to deliver educational programs on par with leading international universities, adapted to the Paraguayan context, thereby enabling students to access world-class education within their own country. A key feature of the institution will be the gradual implementation of a dual-language (Spanish-English) education system, designed to bolster students' global competitiveness.

According to the legislation, the International University will set its educational objectives on developing socially responsible curricula, cultivating critical, creative, and transformative thinking skills, and fostering the ability to recognize and address social issues grounded in local and national realities. Furthermore, it will dedicate efforts to nurturing self-directed learning abilities and producing highly competent educators.

Embracing academic freedom, the pursuit of excellence, and learner-centered education as its core values, the International University is set to contribute significantly to the advancement of knowledge and culture.

Having secured final approval from both chambers of Congress, the bill for the establishment of the International University now awaits presidential assent. Once finalized, this legislation is expected to usher in a new era for Paraguay in cultivating internationally competitive talent.

Dual-Language Education System: The International University will progressively introduce a system of parallel education in Spanish and English, equipping students with the skills to thrive in international arenas post-graduation.

Global-Standard Education Programs: The university will offer educational programs developed with reference to curricula from prestigious international universities and tailored to the Paraguayan context. This will empower students to acquire world-class knowledge and skills domestically.

Expected Impact: The establishment of the International University is projected to provide greater educational opportunities for Paraguayan students, cultivate globally competitive talent to contribute to national development, partially absorb the demand for overseas studies, and enhance the quality of domestic higher education.
