Daejeon City Conducts Priority Purchase Education for Severely Disabled Persons' Products Targeting Public Institutions

Education for approximately 300 procurement officers from city, district, public corporations, and affiliated organizations

Daejeon City held an education session on Thursday, the 17th, at the city hall auditorium for approximately 300 procurement officers from the city, public corporations, affiliated organizations, and district offices. The session aimed to promote the priority purchase of products manufactured by individuals with severe disabilities.

The education featured Noh Yu-ok, a section chief from the Korea Association of Vocational Rehabilitation Facilities for the Disabled, as the speaker. The session emphasized the importance and necessity of the priority purchase system for products made by individuals with severe disabilities.

Key educational content included: ▲ Guidance on the priority purchase system for products made by individuals with severe disabilities ▲ Introduction of production and sales facilities for products made by individuals with severe disabilities within Daejeon ▲ Guidance on specific purchasing methods, such as the private contract agency system.

Furthermore, the session aimed to facilitate the effective operation of the priority purchase system by providing detailed training on the usage of systems that support easier and more convenient procurement of products made by individuals with severe disabilities by public institutions. This included key Q&A, purchasing methods, and evaluation indicators relevant to public institutions.

In addition, five organizations, including the Daejeon Disabled Persons' Products Sales Facility and the Rainbow Welfare Factory, along with other local facilities producing goods made by disabled individuals, jointly operated exhibition and promotion booths. This initiative aimed to allow participants to directly examine the products made by individuals with severe disabilities and encourage purchases.

Notably, starting this year, the purchase target for severely disabled persons' products out of the total procurement amount (goods and services) of public institutions has been raised from the existing 1.0% to 1.1% or more under the 「Special Act on Priority Purchase of Severely Disabled Persons' Products」, mandating their priority purchase.

Noh Sang-kwon, head of the Disability Welfare Division of Daejeon City, emphasized, "We hope that this education will foster a deep understanding and consensus regarding products made by individuals with severe disabilities among all public institutions under the city's jurisdiction and serve as an opportunity to increase the priority purchase rate. The active participation of public institutions will greatly contribute to creating jobs and supporting the economic independence of individuals with severe disabilities, enabling them to live fulfilling lives as members of society."
