Emergency Suspension of Medical School Establishment in Paraguay, Concerns Over Worsening Healthcare Workforce Imbalance

The Paraguayan National Council of Higher Education (Cones) recently announced an immediate halt to medical school establishment permits and the development of a national medical practice registration system and a specialized faculty database. This action is aimed at addressing the serious issues revealed in a special committee report on the current state of Paraguayan medical schools.

Key Report Findings and Background of Decisions:

Surge in Student Numbers:The current number of students enrolled in Paraguayan medical schools reaches 45,000, with 35,000 of them being Brazilian students.
The annual number of medical school graduates has surged from 600 in 2014 to 6,000 in 2024, and is expected to reach 8,000 in 2025.
This rapid increase is attributed to the provision of education for Brazilian students, leading to a lack of connection with regional healthcare plans.
Healthcare Workforce Imbalance:Doctors are concentrated in Asunción and the Central region, resulting in severe healthcare service shortages in rural areas such as Alto Paraguay and Boquerón.
41% of public sector doctors hold multiple jobs due to low wages and poor working conditions.
Concerns Over Declining Education Quality:It is difficult to secure sufficient practical training spaces and qualified faculty in proportion to the rapidly increasing number of students.
The shortage of specialized medical personnel is worsening, particularly the lack of specialists.

Additional Measures and Future Plans:

Establishment of a National Medical Practice Registration System:Systematically manage medical students' practical training status and verify the availability of sufficient practical training spaces.
Establishment of a Specialized Faculty Database:Enhance the quality of medical school education by securing qualified faculty.
Strengthening the Leading Role of the Ministry of Health:The Ministry of Health will identify healthcare workforce demands and prioritize support for necessary specialized education.
Collaborate with universities to expand residential provisions and devise plans to increase the number of necessary specialists.
Strengthening Collaboration with Private Universities:Collaborate to enable private universities to systematize their education systems and achieve stable growth.

Mitigation of regional healthcare service disparities
Establishment of a stable healthcare system
