OSLO, NORWAY – Leading Norwegian shipbuilding group VARD, a Fincantieri company, has announced the successful acquisition of a significant contract valued at €113.5 million with Taiwan-based Dong Fang Offshore (DFO). The agreement entails the design and construction of a cutting-edge subsea construction vessel (OSCV) specifically tailored for operations within the burgeoning offshore wind and telecommunications sectors. The contract also incorporates provisions for additional options, underscoring the potential for further collaboration between the two entities.
The newbuild, based on VARD’s sophisticated VARD 3 39 design, will be a versatile platform measuring 121.3 meters in length. Its multi-functional capabilities will encompass a wide spectrum of subsea activities, including critical operation and maintenance (O&M) tasks at offshore wind farms, as well as the installation and repair of vital subsea cables.
A key focus of the vessel's design, according to VARD, is its exceptional station-keeping performance, facilitated by an advanced and efficient machinery and propulsion system. Notably, the vessel will incorporate a battery hybrid propulsion system, demonstrating a strong commitment to minimizing its environmental impact and promoting sustainable operations.
The OSCV will be equipped with a robust suite of mission-critical equipment. This includes a high-capacity 250-tonne active heave compensated offshore crane, ensuring safe and stable lifting operations in challenging sea conditions. Two deck/boat landing cranes will further enhance operational flexibility. A spacious 1,200 square meter work deck provides ample area for cable handling and repair activities. Recognizing the importance of remote intervention, the vessel will feature integrated ROV hangars on both sides, capable of accommodating remotely operated vehicles for subsea inspection and intervention. Furthermore, the design incorporates preparations for the future installation of a motion-compensated gangway to facilitate safe personnel transfer to offshore structures, a subsea cable carousel for efficient cable deployment, large trenchers for seabed excavation, and a helideck for aviation support.
VARD’s subsidiary, Vard Electro, will be responsible for delivering a fully integrated power and automation system. This system will be centrally monitored by the SeaQ Green Pilot, an advanced data management solution that collects comprehensive digital data from the vessel, providing onshore teams with real-time operational insights via Vard Electro’s secure cloud service. The vessel will also be equipped with the integrated SeaQ Bridge system. Ensuring crew comfort and functionality, Vard Interiors will supply the heating, ventilation, and air conditioning (HVAC-R) system, comprehensive piping systems, and contemporary interior solutions throughout the vessel.
The construction of the vessel will commence with the building of the hull at VARD’s shipyard in Braila, Romania. The final outfitting, rigorous commissioning, and subsequent delivery of the vessel are scheduled to take place at VARD’s Søviknes shipyard in Norway. The anticipated delivery date is the second quarter of 2027.
This contract represents the third vessel that VARD has been entrusted to build for Dong Fang Offshore, solidifying a strong and growing partnership between the two companies. Previously, in May 2024, VARD secured a contract for the construction of two Commissioning Service Operations Vessels (CSOVs) for DFO, based on a long-term framework agreement.

Ms. Chen further emphasized the strategic importance of this investment, adding, "This new order, along with the valuable options included in the contract, will enable DFO to continue its trajectory of fleet expansion, both in size and capability, ensuring we can consistently deliver comprehensive, one-stop solutions to our valued clients. Our decision to select Norway as the construction location for our inaugural newbuild OSCV underscores our unwavering commitment to providing on-time, high-quality, and reliable services to our customers, while also prioritizing a safe and comfortable working environment for our dedicated crew and onboard personnel."
The vessel will offer comfortable accommodation for up to 130 personnel across 90 well-appointed cabins. Additionally, it will feature modern office spaces, briefing rooms, a multi-purpose conference room/cinema, and comfortable lounges, ensuring a productive and well-supported working environment for all onboard.
This significant contract underscores the robust growth of the offshore wind sector in Taiwan and the broader Asia Pacific region. The advanced capabilities of the new subsea construction vessel will be pivotal in supporting the installation, maintenance, and repair of offshore wind infrastructure and subsea cables, further facilitating the energy transition and enhancing connectivity in the region.
