Central Bank Warns of Liquidity Risks and Fraud in Ethiopia's Banking Sector

Addis Ababa, Ethiopia – The National Bank of Ethiopia (NBE) has raised concerns about increasing liquidity risks and operational challenges within the country's commercial banking sector. The central bank's latest Financial Stability Report highlights potential vulnerabilities and calls for proactive measures to mitigate these risks.

Key Concerns:

Liquidity Risks:

Concentration of Deposits: A significant portion of deposits is concentrated in the hands of a few large clients, primarily state-owned enterprises (SOEs). This concentration poses risks, as sudden withdrawals could strain banks' liquidity.
Mismatch of Maturities: The mismatch between the maturity of deposits and loans can lead to liquidity shortages, especially during periods of economic stress.
Real-Time Transaction Challenges: Some banks have faced difficulties in meeting real-time transaction requirements, such as RTGS payments.

Credit Risk:

Large Borrower Concentration: A small number of large borrowers account for a significant portion of bank loans, increasing the risk of default.
Non-Performing Loans (NPLs): The NPL ratio has risen, and the worst-case scenario projection suggests a significant increase in NPLs.

Operational Risks:

Fraud and Cybercrime: The banking sector is increasingly vulnerable to fraud, cyberattacks, and social engineering attacks.
Third-Party Risks: Partnerships with third-party service providers can introduce additional operational risks.

Regulatory Measures:

To address these challenges, the NBE is implementing several measures:

Tighter Regulatory Standards: The central bank will strengthen regulations to limit deposit concentration and improve liquidity management practices.
Enhanced Risk Management: Banks are required to strengthen their risk management frameworks, including credit risk, market risk, and operational risk.
Cybersecurity Measures: Increased focus on cybersecurity to protect against cyberattacks and data breaches.
Fraud Prevention: Implementation of robust fraud prevention and detection systems.

The NBE's timely intervention and proactive measures are crucial to ensuring the stability and resilience of the Ethiopian banking sector. By addressing these risks, the central bank aims to safeguard the interests of depositors, investors, and the broader economy.
