Paraguay Pursues Joining TIR System to Boost International Trade: Expected to Overcome Limited Maritime Accessibility and Enhance Export Competitiveness

Paraguay is considering joining the UN-supported International Road Transport (TIR) system as a strategic move to improve international trade efficiency. The TIR system is an international customs transit system that minimizes border inspections when trucks cross multiple countries, enabling swift cargo transportation. Given its geographical limitations with restricted maritime access, Paraguay anticipates that joining the TIR system will enhance its export competitiveness and reduce logistics costs.

What is the TIR System?

The TIR system allows sealed cargo in trucks or containers to be transported from the origin to the final destination without separate inspections at intermediate borders. The entire transportation process is managed through a TIR carnet, which certifies compliance with a single international customs guarantee and requirements. This reduces costs and risks by minimizing procedures and delays.

Expected Benefits for Paraguay:

Reduction of Logistics Costs and Transportation Time: Streamlining border crossing procedures reduces logistics costs and transportation time, enhancing export competitiveness.
Promotion of International Trade: Overcoming Paraguay's geographical disadvantages with limited maritime access and expanding participation in international trade.
Enhanced Customs Security: Strengthening customs security by preventing smuggling and fraud, and improving trade efficiency.
Strengthened Connectivity with Neighboring Countries: Paraguay, located in the heart of South America, has high trade volumes with neighboring countries, and the TIR system can further enhance this connectivity.

Future Challenges:

The Paraguayan Exporters Association has formally requested a swift system implementation process to modernize the country's logistics system and capitalize on international trade opportunities. Customs and transportation authorities must now collaborate with the Ministry of Foreign Affairs and the Ministry of Industry and Commerce to assess the legal and operational requirements for system accession. The International Road Transport Union (IRU) has pledged to support Paraguay's accession process and provide technical assistance to the public and private sectors.

Paraguay's Future:

Paraguay's accession to the TIR system is part of a series of plans to strengthen its logistics infrastructure and improve land connectivity with neighboring countries within the context of regional trade growth. By joining the TIR system, Paraguay is expected to integrate into the international land transport network, boost trade efficiency, and promote economic growth.
