Paraguay Promotes Free Civil Marriages with "Paraguay se casa" Campaign

The Paraguayan government has launched the "Paraguay se casa" (Paraguay is marrying) campaign, a nationwide initiative to support civil marriages free of charge. The Civil Registry Office of Paraguay (Registro del Estado Civil, REC) announced that the campaign specifically targets marginalized communities and couples who have cohabited for extended periods without formalizing their unions. Operating under the slogan "United by love, protected by law" (Unidos por amor, protegidos por la ley), the campaign was unveiled to the public through a promotional video featuring Maximiliano Ayala, Director of the Civil Registry, and comedian Enrique Pavón.

Campaign Goals and Background 

The "Paraguay se casa" campaign primarily focuses on raising awareness about the tangible legal protections and benefits that civil marriage provides. In an official press release, the Civil Registry emphasized that civil marriage "goes beyond a symbolic commitment, granting concrete rights and benefits such as inheritance rights, social security, pension eligibility, and greater protection for children." This highlights marriage not just as a choice, but as a crucial institution offering a social and economic safety net.

The campaign prioritizes socially vulnerable groups and couples who have delayed marriage due to economic or procedural difficulties despite long-term cohabitation. This can be interpreted as part of the Paraguayan government's social integration policy, demonstrating its commitment to ensuring all citizens receive equal rights and protection under the law.

Furthermore, this campaign is closely linked to the current government's political agenda. Applications will be accepted until August, and interested couples can apply through an online form (forms.gle). The Civil Registry also provides a contact number for inquiries: (0984) 771-151. Additional information regarding the campaign, such as wedding dates and venues, will be announced through the Civil Registry's official social media channels.

This campaign is being implemented amidst various challenges faced by Paraguay's civil registration system. Recent reports indicate that the Paraguayan Civil Registry Office is experiencing technological delays, with only about 30% of death certificates digitized.

In this context, the "Paraguay se casa" campaign can be interpreted not merely as an initiative to encourage marriage, but also as an effort to improve the accessibility and modernize the civil registration system.
