MANILA, Philippines – The European Union (EU) and the Philippines reaffirmed their strong partnership and agreed to significantly enhance security cooperation during a Foreign Ministers' Meeting in Manila on June 2. This meeting served to solidify the relationship between both parties, built on shared values of democracy, human rights, and the rule of law.
First Security and Defence Dialogue Scheduled for Second Half of 2025
One of the most notable outcomes of the meeting was the announcement of a new Security and Defence Dialogue. This initiative aims to jointly address increasing global security threats, focusing on key issues such as maritime security, cybersecurity, and countering foreign information manipulation. Philippine Foreign Affairs Secretary Enrique A. Manalo emphasized that strengthening security cooperation is a positive development that will promote peace and stability in the Indo-Pacific region. The first meeting of this dialogue is expected to take place in the second half of 2025, during which both sides plan to explore practical avenues for cooperation.
Deepening Maritime Security Cooperation and Discussing South China Sea Issues
Both parties recognized the importance of existing initiatives like 'Critical Maritime Routes in the Indo-Pacific (CRIMARIO II)' and committed to exploring further cooperation opportunities in maritime security and environmental monitoring. Notably, they reaffirmed their commitment to respecting the freedom of navigation under the UN Convention on the Law of the Sea (UNCLOS) and expressed deep concern over recent Chinese actions against Philippine vessels in the South China Sea. This can be interpreted as the EU's support for the Philippines' efforts to uphold international law and regional stability amidst ongoing territorial disputes in the South China Sea.
Expanding Economic and People-to-People Exchanges: Accelerating FTA Negotiations and Enhancing Erasmus Scholarships

Climate change is a global issue, and the EU and the Philippines agreed to enhance cooperation in climate change and green transition, in line with the Global Gateway strategy. This includes data sharing through the Copernicus Earth Observation Programme and the Team Europe Initiative supporting the Philippines' transition to a circular economy. Such cooperation will contribute to the Philippines' sustainable development and strengthen joint capabilities in responding to climate change.
Furthermore, both sides reaffirmed their commitment to jointly address regional and global challenges. EU High Representative for Foreign Affairs and Security Policy, Kaja Kallas, commended the Philippines' active role in ASEAN, its support for multilateralism, the UN Charter, and relevant UN General Assembly resolutions, particularly concerning Ukraine. This demonstrates the Philippines' growing stature and influence in the international community.
Reaffirming Joint Stance on Ukraine and Middle East Peace
Regarding Russia's invasion of Ukraine, both parties reaffirmed their support for Ukraine's sovereignty and territorial integrity, urging an immediate ceasefire and a diplomatic solution. They also emphasized the importance of preventing further escalation and the use of weapons of mass destruction. This reflects the shared commitment of the EU and the Philippines to upholding international law and the principle of peaceful conflict resolution.
Finally, both sides supported initiatives for a just and lasting peace between Israel and Palestine, emphasizing the two-state solution and adherence to UN resolutions. This reflects the international community's common aspiration for a peaceful resolution to the complex Middle East issue and signals support for efforts towards peace.
