Paraguay Expands into Southeast Asia, Teaming Up with Economic Giants

Paraguay is taking important steps to expand into the Southeast Asian market, opening up a new chapter in economic cooperation. With the recent signing of a carbon agreement with Singapore and the impending opening of its meat market to the Philippines, Paraguay is making Southeast Asia a new hub for investment and exports. Mario Toyotoshi, Paraguay's ambassador to Japan, stressed that the region is crucial for realizing Paraguay’s economic potential.

Paraguay, a Hidden Gem of Latin America 

Ambassador Toyotoshi emphasized that Paraguay can serve as a gateway to MERCOSUR, leveraging two decades of macroeconomic stability and a strong commitment to democratic values. This makes it an attractive investment opportunity for Southeast Asian companies. "Paraguay is known as 'the best-kept secret' for its immense potential," he said, adding that he plans to actively promote this potential at a business week event attended by more than 150 global entrepreneurs and 4,500 businesspeople.

'Strategic Partner' Status with Japan 

Paraguay's potential is also evident in its relationship with Japan. For the first time in 106 years, Japan has upgraded its relationship with Paraguay to a 'strategic partner'. This makes Paraguay the only country in South America, besides Brazil, Mexico, Peru, and Chile, to hold this status. At the same time, Japan is expanding exchanges between the two countries by allowing visa-free entry for Paraguayan passport holders.

Of particular note is the progress in negotiations for Paraguayan meat exports to Japan. The country's efforts to enter the Japanese market, which has some of the world's strictest quarantine standards, are bearing fruit. This demonstrates the high level of reliability and professionalism of Paraguay’s livestock industry. Ambassador Toyotoshi highlighted that Paraguay is making progress on a negotiation that Argentina had failed to complete for 17 years, and he explained that the shared democratic values and long-standing friendly relations between Japan and Paraguay played a crucial role.

New Opportunities in the Energy and Timber Industries 

Paraguay is attracting investment from Southeast Asian companies based on its vast hydroelectric power potential and abundant natural resources. There is particularly high interest in the energy and timber sectors. With the start of the process to certify Paraguayan eucalyptus for construction materials in Japan, Paraguay has a new opportunity to move beyond its traditional grain-centric exports and expand into high-value, non-traditional export items. The export of eucalyptus is expected to boost the growth of wood-related industries, contributing to job creation and economic diversification.

Despite its smaller market size compared to Brazil or Argentina, Paraguay is increasing its attractiveness to investors with a simple tax system and stable currency. Building on these strengths, Paraguay continues its efforts to secure new growth drivers by partnering with the economic giants of Southeast Asia.
