The Gwangju Fire & Safety Headquarters has successfully completed the 'Paraguay Self-Defense Firefighting Capacity Building Project,' a three-year initiative undertaken with the Korea International Cooperation Agency (KOICA), thereby enhancing the international standing of South Korea's firefighting services. This project is highly regarded for significantly contributing to Paraguay's disaster response capabilities and serving as a crucial bridge for disseminating Gwangju's advanced firefighting technologies.
Since 2022, the Gwangju Fire & Safety Headquarters has collaborated with KOICA, providing diverse support to improve Paraguay's challenging firefighting environment and strengthen the capabilities of local firefighters. The project focused on three main pillars: training, equipment support, and policy consultation, achieving significant results through customized local programs.
The core of the project was tailored training. From June 27th to July 5th, six instructors dispatched from the Gwangju Fire Department conducted intensive training for 42 self-defense firefighters in Paraguay. This training focused on imparting advanced firefighting techniques accumulated through Gwangju's long experience and customized response plans for various disaster types.
Specifically, practical training was conducted to improve fire suppression techniques, rescue and first aid activities, and emergency medical service performance. Paraguayan firefighters who participated in the training expressed their gratitude, stating, "Learning Gwangju Fire Department's know-how directly greatly enhanced our on-site response capabilities and emergency medical service skills." During the actual training process, the focus was not only on theoretical education but also on improving the队员's crisis response abilities through practical drills simulating disaster scenarios.
Equipment Support: A Key Role in Improving Paraguay's Firefighting Infrastructure
Along with training, equipment support formed another important pillar of the Paraguay firefighting capacity building project. Since 2018, the Gwangju Fire & Safety Headquarters has consistently provided Paraguay with a total of 49 fire vehicles, including pump trucks and ambulances. This year, an additional six fire trucks are scheduled to be sent. Local assessments widely agree that this continuous equipment support is genuinely helping to modernize Paraguay's aging firefighting equipment and strengthen its on-site deployment capabilities.
Paraguay had been struggling with modernizing its firefighting equipment due to economic difficulties, and the support from the Gwangju Fire Department played a significant role in alleviating this need. The donated fire vehicles are actively being utilized to protect lives and property in various disaster situations, including fire scenes and traffic accidents. In addition to providing fire vehicles, operation and maintenance training was conducted in parallel to maximize the effectiveness of the support, ensuring local firefighters could efficiently use the equipment.
Presenting a Successful Model of International Cooperation
This 'Paraguay Self-Defense Firefighting Capacity Building Project' is evaluated as a case demonstrating the Gwangju Fire & Safety Headquarters' successful role as a global disaster response partner, going beyond being a mere local firefighting agency. Close cooperation with KOICA proved how crucial Korea's advanced firefighting technology and experience can be in strengthening the disaster response capabilities of developing countries.
Cho Hyeok-hwan, Head of the Budget and Equipment Division at the Gwangju Fire & Safety Headquarters, stated, "I am very pleased that the three-year international cooperation project has been successfully completed." He added, "This cooperation not only enhanced Paraguay's disaster response capabilities but also served as an important opportunity to strengthen Gwangju Fire Department's international standing." This remark reflects Gwangju Fire Department's pride in contributing to the international community on behalf of South Korean firefighting services and helping to create a world safe from disasters.
This project was initiated at the official request of the National Fire Department of Paraguay and as part of KOICA's 'Global Training Program.' From the outset, the Gwangju Fire Department meticulously analyzed Paraguay's firefighting infrastructure and the actual competency levels of its personnel, establishing a customized, demand-oriented project plan. This thorough preparation process was the driving force behind the project's successful completion.
The success of this project is expected to positively influence Gwangju Fire Department's future active humanitarian aid efforts in the international community. Furthermore, it is anticipated to strengthen South Korea's fire diplomacy and expand its responsible role in the international community. Based on this successful experience, the Gwangju Fire Department plans to actively seek cooperation projects with other developing countries in the future.
