Singapore Unveils Comprehensive Support Package to Combat Cost of Living

Singapore has announced a multi-pronged approach to help its citizens navigate rising living costs. During his Budget speech on Tuesday, Prime Minister and Finance Minister Lawrence Wong acknowledged the financial strain faced by Singaporeans and unveiled a package of vouchers, rebates, credits, and support programs.   

Direct Financial Assistance:

CDC Vouchers: Approximately 1.3 million Singaporean households will receive $800 in Community Development Council (CDC) vouchers. These vouchers will be disbursed in two tranches: $500 in May 2025 and $300 in January 2026. They can be used at participating merchants, hawkers, and supermarkets.   

 U-Save Rebates: To alleviate utility expenses, about 950,000 HDB households will receive additional U-Save rebates. Eligible households can receive up to $760, disbursed in April and October. This doubles the usual amount and will cover a significant portion of utility costs for various flat types.   

 LifeSG Credits: Each Singaporean child aged 12 and below will receive $500 in LifeSG digital credits, redeemable through the LifeSG mobile app. These funds can be used for household expenses like groceries, utilities, and pharmacy items. Singaporeans aged 13 to 20 will receive a $500 top-up to their Edusave or Post-Secondary Education Account for education-related expenses.   

Housing and Job Security:

Increased Housing Supply: The government plans to launch over 50,000 new flats in locations like Woodlands, Bayshore, and Mount Pleasant over the next three years. This aims to stabilize application rates and address housing demands.   

Skills Reboot Support: Recognizing job security concerns, Singapore will enhance support for skills development. Starting next year, the training allowance for Singaporeans aged 40 and above will extend to part-time training, fixed at $300 per month. Details of this scheme will be further elaborated by the Education Minister at the Committee of Supply. Additional SkillsFuture credits were previously provided to this age group, with over 25,000 Singaporeans already utilizing them.   

Support for Lower-Wage Workers: Lower-wage workers aged 30 and above will receive a "boost" through early upskilling opportunities. An enhanced tier of support under the Workfare Skills Support scheme will be introduced to facilitate short courses. The government also plans to introduce a new grant to simplify the application process for companies seeking to utilize existing schemes for workforce training.   

This comprehensive package aims to provide immediate relief to Singaporeans while also addressing long-term economic and social needs. The initiatives focus on direct financial support, affordable housing, and skills development to ensure citizens can thrive in the face of evolving economic challenges.
