Paraguay Seals First Film Co-production Agreement at Cannes Film Festival: Historic Deal with France Opens New Horizons for Paraguayan Cinema

Asunción, Paris – The governments of Paraguay and France have forged a historic film co-production agreement (Acuerdo de Coproducción Cinematográfica) at the Cannes International Film Festival, marking a new chapter in the development of Paraguay's film industry. This agreement holds particular significance as it is the first bilateral film sector agreement ever signed by Paraguay.

 
Paraguay's Cinematic Future Resounds at Cannes

The signing ceremony for this pivotal agreement took place on Tuesday, May 20, local time, at the 'Plage du CNC' during the Cannes International Film Festival, one of the world's most prestigious cinematic events. Gaëtan Bruel, Director of the National Centre for Cinema and the Moving Image (Centre National du Cinéma et de l’Image Animée, CNC), an agency under the French Ministry of Culture, and Adriana Ortiz Semidei, Minister of Culture of Paraguay, signed the agreement.

The authorized implementing bodies for this agreement have been designated as the National Audiovisual Institute of Paraguay (Instituto Nacional del Audiovisual Paraguayo, INAP) on the Paraguayan side, and the National Centre for Cinema and the Moving Image (CNC) on the French side. Also in attendance at the signing ceremony, underscoring the importance of this agreement, were Cynthia Filártiga Lacroix, Paraguayan Ambassador to France, and Christian Andrés Gayoso, Secretary General of INAP.

 
Expected Impact on the Paraguayan Film Industry

This film co-production agreement is anticipated to bring about a multitude of positive impacts on the Paraguayan film industry.

Firstly, it is expected to provide significant financial and technical assistance. France boasts a long history and outstanding technical expertise in film production. Through this agreement, Paraguayan filmmakers will gain opportunities to acquire advanced French technology and know-how, as well as secure co-production funding. This could lead to an overall qualitative improvement and expansion of production scale for Paraguayan cinema.

Secondly, the international standing of Paraguayan films will be elevated. The very act of signing a co-production agreement with France on a global stage like the Cannes Film Festival will contribute to increasing international interest and recognition for Paraguayan cinema. This will enhance the likelihood of Paraguayan films entering more international film festivals and being distributed in overseas markets.

Thirdly, it is expected to contribute to talent development and exchange. Direct collaboration and exchange between filmmakers from both countries during the co-production process will strengthen the capabilities of professionals in the Paraguayan film industry. Furthermore, ties with leading French film schools and the organization of workshops could positively impact the nurturing of future film talent.

Fourthly, it will serve as a channel for promoting cultural exchange. Film is one of the most effective mediums for conveying a nation's culture and values. Through this agreement, Paraguay and France are expected to promote broader cultural exchange based on mutual understanding and respect through the medium of film. This will serve to further solidify relations between the two countries.

 
The Role of the National Audiovisual Institute of Paraguay (INAP)

The role of the National Audiovisual Institute of Paraguay (INAP), which will be responsible for the practical implementation of this agreement, has become even more critical. INAP was established under the Paraguayan Audiovisual Promotion Law (Ley de Fomento Audiovisual) enacted in 2017, with the goal of developing and promoting Paraguay's audiovisual industry. Its key functions include supporting audiovisual projects, facilitating production and distribution, and enhancing international cooperation. Through this co-production agreement with France, INAP will play a pivotal role in providing tangible support to Paraguayan filmmakers, establishing an international cooperation network, and laying the groundwork for the sustainable growth of the Paraguayan film industry.

Paraguayan Minister of Culture, Adriana Ortiz Semidei, emphasized, "This agreement is an important milestone for Paraguayan cinema, and it will open up new opportunities for our audiovisual sector." Gaëtan Bruel, Director of CNC, also stated, "We expect this agreement to activate creative and cultural exchange between our two countries."

This film co-production agreement between Paraguay and France is poised to be a significant stepping stone for Paraguayan cinema to leap onto the world stage and showcase a wider array of stories, going beyond mere film production between two countries. Through this, it is hoped that Paraguay's rich culture and unique narratives will become more widely known to global audiences.
