JAKARTA, Indonesia - The enduring partnership between the Association of Southeast Asian Nations (ASEAN) and the United Kingdom took center stage on March 27th as Vietnam and the UK co-chaired the Fourth ASEAN-UK Joint Cooperation Committee (JCC) meeting. Held at the ASEAN Secretariat headquarters in Jakarta, Indonesia, the meeting was jointly presided over by Ambassador Ton Thi Ngoc Huong, Head of the Vietnamese Mission to ASEAN, and Sarah Tiffin, the UK Ambassador to ASEAN.
This significant event marked Vietnam's inaugural leadership role in coordinating ASEAN-UK relations, a responsibility the nation will hold for the 2024-2027 term. The discussions underscored the deepening engagement between the two entities, with a strong focus on collaborative projects and future directions.
Ambassador Huong emphasized the robust progress made under the ASEAN-UK Dialogue Partnership, particularly highlighting the impressive 95% implementation rate of the ASEAN-UK Plan of Action 2022-2026. With 171 out of 181 action lines already addressed, this represents a significant increase in activity compared to the previous year and spans ASEAN's key pillars of political-security, economic, and socio-cultural cooperation. This momentum sets a positive tone as ASEAN and the UK gear up to celebrate the 5th anniversary of their Dialogue Partnership in 2026.
A key focus of the cooperation is the UK's substantial commitment to the region through various initiatives. The Green Transition Programme, backed by a 40 million EUR (51 million USD) budget, stands out as a crucial effort to support ASEAN member states in their emission reduction goals, promote sustainable economic growth, and provide assistance to vulnerable communities disproportionately affected by climate change.
Beyond environmental concerns, the UK is also actively involved in fostering economic integration through the ASEAN-UK Economic Integration Programme and bolstering social development via initiatives like the Support for Adolescent Girls' Education (SAGE) and the Health Security Partnership, each with budgets ranging from 25 to 30 million EUR. The collaborative spirit extends to vital areas such as women, peace, and security; science and technology; and the burgeoning creative economy.
Ambassador Tiffin reaffirmed the unwavering commitment of the UK government, even under new leadership, to ASEAN's central role in the Indo-Pacific. The early participation of UK Foreign Secretary David Lammy in the ASEAN-UK Foreign Ministers’ Meeting in July 2024, shortly after assuming office, underscored the importance the UK places on this partnership.
In her capacity as Chair of the ASEAN Integration Initiative (IAI) Task Force, Ambassador Huong provided updates on ongoing cooperation aimed at narrowing the development gap within ASEAN. She encouraged the UK to consider further support for projects under the IAI Work Plan IV and subsequent phases. Ambassador Tiffin responded positively, reiterating the UK's dedication to promoting ASEAN integration and equitable development across the region.
ASEAN delegates collectively lauded the UK's proactive implementation of the Plan of Action and recognized the significant impact of joint projects, particularly in green transition, economic integration, maritime cooperation, and the women, peace, and security agenda. Looking ahead, they urged the UK to explore enhanced collaboration in emerging and critical areas such as artificial intelligence governance, renewable energy development, financial services, and human resource capacity building.
The adoption of the ASEAN-UK Foreign Ministers’ Joint Statement on Connectivity in 2024 was also warmly welcomed, with delegates expressing enthusiasm for advancing practical cooperation in this crucial area, which aims to foster greater physical, institutional, and people-to-people linkages between the regions.
Further solidifying this commitment to connectivity, Ambassador Huong announced that Vietnam and the UK will co-host the ASEAN-UK Connectivity Workshop in Da Nang on April 10th. This workshop will be held in conjunction with the Fourth ASEAN-UK Senior Officials’ Meeting, providing a platform for deeper discussions and the development of concrete strategies to enhance connectivity between the two regions.
This latest JCC meeting underscores the deepening and broadening of the ASEAN-UK Dialogue Partnership, with Vietnam playing a pivotal role in steering future cooperation towards shared goals of economic prosperity, sustainable development, and regional stability.
