CHUNGCHEONGNAM-DO — In a bold move to solidify its vision of becoming South Korea’s "Artificial Intelligence (AI) Capital" and drive digital transformation across all administrative sectors, Chungcheongnam-do announced on November 1 that it is piloting a comprehensive "Pre-Review System" for smart information projects.
As AI-driven initiatives expand across municipal administration, the new system is designed to enhance policy synergy, prevent fragmented efforts, and optimize the utilization of IT resources such as servers, cloud infrastructure, and data.
The province will pilot the system during the formulation of its 2027 main budget, comprehensively reviewing all smart information projects across government departments.
Under this system, specialized personnel will evaluate proposed projects during the planning phase across six core criteria:
Alignment: Consistency with the province's comprehensive and implementation plans for an intelligent information society.
AI Integration: The appropriateness and scalability of applied AI technologies.
Interoperability: Integration of services with central government ministries and other institutions.
Resource Sharing: Feasibility of leveraging existing infrastructure like servers and cloud systems.
Security: Adequacy of personal information protection and cybersecurity measures.
Data Governance: Levels of data acquisition and standardization.
For instance, the pre-review process has already demonstrated practical benefits by optimizing budgets—such as streamlining Project A to focus strictly on core functions and directing Project B to utilize existing common infrastructure.
Through these measures, Chungnam aims to eliminate redundant investments, maximize fiscal efficiency, and elevate the overall quality of its projects. Following the pilot period, the province plans to refine the procedures and standards to officially launch the system full-scale in 2027.
"To establish Chungnam as the undisputed AI capital of South Korea, it is crucial to align all AI and smart information initiatives toward a unified direction," said Cho Won-gap, Head of the Planning and Coordination Office. "By enhancing project connectivity and resource efficiency right from the planning stage, we will drive a digital transformation that residents can truly feel in their daily lives."
