Breaking the Silence with a ‘Pebble’ of Conscience… Addressing the Dignity of Labor and the Destiny of a Public Servant Meet the Author at the Ulsan Museum of Art on Saturday, March 7


Former Minister of Employment and Labor Lee Chae-pil, hailed as a living witness to Korea’s labor administration—having risen from a low-level civil servant to the head of the ministry—has released The Pebble Thrown by Lee Chae-pil (published by Happy Energy), a comprehensive collection of his life and convictions as a public servant.

A book concert to commemorate the publication of this new work will be held on Saturday, March 7, 2026, at 4:00 PM at the Ulsan Museum of Art.

The Urgency and Caling Imbued in the ‘Pebble’
The ‘pebble’ (Jjangdol) featured in the title is not a symbol of mere physical impact or an outburst of anger. Instead, it represents the "conscience" and "resolve" of a public servant who felt compelled to act on behalf of the poor conditions of invisible labor sites and the unheard voices of the marginalized.

Through this record, the author has restored—in an extensive two-volume work totaling over 900 pages—the moments when he did not turn away from the desperation of field workers and the arduous paths he chose to protect the dignity of labor. It contains vivid testimony of how a single small stone created ripples that moved the era and ultimately brought about change.

The ‘Bao Zheng of Labor Relations’ Who Overcame Adversity
In the public sector, former Minister Lee is known by the nicknames ‘Master of Employment and Labor Administration’ and ‘Bao Zheng of Labor Relations’ (referring to the legendary judge known for his honesty and integrity). Having suffered from polio as a child, he is an inspirational figure who overcame physical adversity, passing the high school equivalency exam before graduating from Yeungnam University (Dept. of Public Administration) and the Seoul National University Graduate School of Public Administration.

After passing the Higher Civil Service Examination in 1981, he dedicated over 30 years to public service until 2013, laying the foundation for South Korea's employment and labor policies. This book goes beyond a simple memoir, offering a profound look into the fierce trajectory of a public servant’s life and the righteous values of labor he dreamed of.

A Forum for Communication to Share the Echoes of the Era
This book concert is expected to be more than just a celebration of personal achievement; it will be a platform for direct communication with the public on how one person’s decision can change the direction of society. "We hope the author’s sincerity—the courage to pick up a stone when silence grew too long—will resonate deeply with readers," the organizers stated.
