
SEOUL — SK Hynix Inc., the world’s leading manufacturer of high-performance artificial intelligence memory solutions, announced on August 7, 2026, a monumental board-approved investment of 54 trillion Korean won (approximately $39.5 billion) to build two state-of-the-art semiconductor fabrication plants in South Korea. The decision accelerates the company’s long-term strategic vision to bolster its global market leadership amid an unprecedented surge in AI infrastructure expansion.
The aggressive capital plan allocates ₩35.2 trillion for the construction of the 'Y2' fab within the Yongin Semiconductor Cluster and ₩19.1 trillion for the 'M17' fab located in Cheongju, North Chungcheong Province. This double-barreled commitment reflects SK Hynix’s proactive strategy to resolve impending global supply chain bottlenecks for ultra-fast High Bandwidth Memory (HBM) DRAM and high-capacity Enterprise Solid-State Drives (eSSDs).
Scaling Yongin: The Future Hub of HBM DRAM
The Yongin Y2 facility marks the second major phase of SK Hynix’s master plan for the Yongin Semiconductor Cluster, where the firm intends to spend a total of ₩600 trillion over coming decades. Spanning an expansive floor area of 341,000 pyung (~1.12 million square meters), Y2 will serve as a core production fortress dedicated to next-generation DRAM technologies, including HBM4 and advanced LPDDR solutions.
Construction for Y2 is slated to begin in July 2027, with the target of opening its initial cleanroom by June 2029. Total capital investment for the facility will be deployed incrementally through October 2031. Y2 follows the first-phase Y1 fab, whose cleanroom opening remains on track for February 2027 under smooth progress.
Notably, SK Hynix previously announced plans to compress the completion timeline for the entire 4-fab Yongin cluster by 12 years, moving the final deadline from 2045 forward to 2033. The rapid execution of Y2 serves as a pivotal second milestone in fulfilling this ambitious timeline. The investment capital covers comprehensive auxiliary structures, including dedicated administrative and welfare blocks, as well as an Integrated R&D Center to conduct real-time testing, analysis, and product optimization.
Infrastructure preparedness for the 126-acre Yongin site in Wonsam-myeon is nearly complete, with Phase 1 power and industrial water supply networks reaching a 99% progress rate, enabling seamless integration between civil works and fab construction.
Cheongju M17: Empowering Next-Gen NAND Flash
In parallel, SK Hynix selected its established production base in Cheongju for its newest NAND flash mega fab, M17. Covering 206,000 pyung (~680,000 square meters), M17 will address explosive growth in enterprise storage demand fueled by widespread commercialization of AI services.
Construction for M17 will begin in February 2027, aiming for a cleanroom operational date of December 2028—six months ahead of Yongin Y2. The total ₩19.1 trillion funding will be distributed in phases through April 2031. Choosing Cheongju leverages existing synergy with current operational fabs (M11, M12, M15), dramatically reducing lead times due to readily available utilities and land.
“In the AI era, technological leadership alone is insufficient. The ability to supply required volumes precisely when clients need them constitutes true competitiveness,” SK Hynix stated in an official release, emphasizing that extensive market demand reviews preceded the board's investment approval.
Surging Enterprise Storage Demand & Regional Economic Synergy
The decision to expand NAND capacity comes as corporate adoption of AI models expands from basic processing to sophisticated agentic and physical AI applications. These advanced paradigms rely heavily on rapid KV (Key-Value) cache storage and massive enterprise-grade eSSD storage matrixes, pushing legacy memory configurations to their physical limits.
Beyond internal capacity growth, SK Hynix emphasized that this dual-regional investment will bolster the domestic semiconductor supply chain ecosystem. Synchronized construction in Yongin and Cheongju is anticipated to yield massive economic spillover effects, generating thousands of high-tech jobs, nurturing material and equipment supplier partnerships, and driving sustained national economic growth.
An official from SK Hynix summarized, "This massive commitment reflects our resolve not to miss critical market inflection points. By securing preemptive production capacity, we solidify our position as the indispensable core partner in global AI infrastructure."
