Incheon Free Economic Zone Authority Accelerates Songdo Landmark City Development in District 6·8

Bluecore PFV Co., Ltd. Designated as Project Operator for Major International Business, Tourism, and Leisure Hub

Incheon, South Korea – The Incheon Free Economic Zone Authority (IFEZ) announced on July 6, 2025, the official designation of Bluecore PFV Co., Ltd. as the project operator for the Songdo District 6·8 development, known as Songdo Landmark City. This significant step, taken under the Economic Free Zone Act, marks the full-scale commencement of a long-anticipated urban development initiative poised to elevate Incheon's global standing.

This designation follows a comprehensive process that began with the selection of Bluecore PFV Co., Ltd. as the preferred bidder through an international competition. A basic agreement between IFEZ and Bluecore PFV was formally signed in 2023, setting the stage for the subsequent administrative procedures. The critical development plan revision received final approval from the Ministry of Trade, Industry, and Energy on April 30, 2025, after having initiated the necessary permit and approval processes in June of last year.

The revised development plan for Songdo Landmark City introduces strategic reconfigurations of land use aimed at fostering a dynamic international city that integrates business, tourism, and leisure. Key changes include the establishment of an iconic landmark tower designed to symbolize Incheon, commercial facilities strategically located within transit-oriented development (TOD) zones, and a vibrant coastal amusement park along the waterfront. Furthermore, the plan incorporates enhancements to the east-west transportation network and the creation of new pedestrian-centric axes to improve accessibility and urban flow.

Songdo International Business District (IBD), where this project is situated, is a renowned smart city developed on reclaimed land along Incheon's waterfront, approximately 30 kilometers southwest of Seoul. As a pivotal component of the Incheon Free Economic Zone, Songdo has been developed since 1994 with the vision of transforming into a Northeast Asian hub for logistics, international business, leisure, and tourism. The district is home to a global campus, a pharma hub, a startup center, and various international organizations, including the Green Climate Fund, positioning it as a self-contained living and business environment with world-class amenities. The Songdo Landmark City project is expected to further solidify Songdo's role as a global destination. An international design contest is anticipated for the landmark structure, aiming to attract innovative architectural designs that meet public interest goals and reflect citizen input.

With the development plan revised and the project operator officially designated, IFEZ plans to expedite subsequent phases, including the amendment of the implementation plan and the execution of land sale contracts. This will pave the way for the swift commencement of Phase 1 construction, accelerating the overall project timeline.

Mr. Yoon Won-seok, Commissioner of the Incheon Free Economic Zone Authority, expressed his optimism regarding the project. "The designation of the development project operator signifies that the Songdo Landmark City development, which had faced delays for an extended period, is finally moving forward with full momentum," he stated. Commissioner Yoon reiterated IFEZ's commitment to creating a city that blends international business with tourism and leisure in the heart of Songdo District 6·8, thereby reinforcing its status as a top-tier global city. This development is expected to significantly contribute to Incheon's economic vitality and international prominence, building on its geographical advantage as a gateway to Northeast Asia with close proximity to major cities like Beijing and Shanghai.
