ANYANG, SOUTH KOREA – In a significant move to bolster transparency and prevent corruption, Anyang City has officially launched its ‘Autonomous Internal Control System.’ This initiative leverages the Ministry of the Interior and Safety’s ‘Clean-e System’ to proactively identify and mitigate potential administrative errors and instances of misconduct, ultimately fostering a more ethical and efficient public service.
The core objective of this system is to empower public officials to take ownership of maintaining high standards of integrity within their daily work. By utilizing the Clean-e System, officials will conduct regular self-assessments of their responsibilities and actively engage in integrity promoting activities. These activities will be quantified and factored into performance evaluations, creating a culture where ethical conduct is not only expected but also recognized and rewarded.
To ensure the seamless implementation and effective utilization of the new system, Anyang City recently conducted comprehensive training for 149 key personnel, including accounting and other 업무-related staff. The training session, led by Song Yoon-young, an expert from the Korea Local Information Research & Development Institute’s Clean-e System Operation Support Team, provided crucial guidance on navigating the Clean-e System and understanding the metrics used to evaluate integrity activities. This proactive approach to training underscores the city's commitment to equipping its employees with the necessary tools and knowledge for the system's success.
Further demonstrating its dedication to embedding this system into the city's operational framework, Anyang has designated every Friday as ‘Clean-e Monitoring Day.’ This dedicated time encourages consistent engagement with the system, facilitating regular checks and ongoing management to ensure its effectiveness. Looking ahead, Anyang City plans to conduct a comprehensive evaluation of integrity activities across all departments at the end of the fiscal year. Top-performing departments and individual public officials who demonstrate exemplary commitment to ethical practices will be recognized and rewarded with incentives, further reinforcing the importance of integrity within the municipal government.
