PYONGYANG / SEOUL — In a series of high-stakes political maneuvers during the 1st Plenary Meeting of the 9th Central Committee of the Workers' Party of Korea (WPK), North Korea has officially positioned Kim Yo-jong at the helm of the party’s internal administration while dramatically escalating the military profile of Kim Ju-ae.
Kim Yo-jong: The "Housekeeper" of the Regime
State media (KCNA) confirmed on February 28, 2026, that Kim Yo-jong, sister to Leader Kim Jong-un, has been appointed as the Director of the General Affairs Department. While she was recently promoted to the WPK Political Bureau, this specific portfolio grants her unprecedented "ministerial" control over the party's "inner workings."
The General Affairs Department is often described as the regime's "Secretariat." Its responsibilities include:
Financial Oversight: Managing the party’s internal funds and resource allocation.
Document Security: Controlling the flow of classified directives and "Number 1" (Kim Jong-un's) top-secret orders.
Administrative Gatekeeping: Acting as the final filter for all information reaching the Supreme Leader.
Experts suggest this appointment makes Kim Yo-jong the "Manager of Succession," ensuring that the party bureaucracy remains loyal and disciplined as the next generation is groomed.
The ‘Sniper’ Imagery: Kim Ju-ae’s Solo Debut
In a move that experts call "extraordinary," North Korean media released a solo photograph of Kim Jong-un’s daughter, Ju-ae, aiming a newly developed sniper rifle. This occurred during a ceremony where Kim Jong-un gifted high-tech small arms to military commanders.
Unlike previous appearances where she stood beside her father, this solo portrait aims to project independent military authority. Dressed in a leather trench coat—a garment synonymous with the Supreme Leader’s inner circle—Ju-ae was also seen leading the formation at the February 25th night-time military parade.
Expert Analysis: A "Visual Coronation"
"The focus has shifted from affection to authority," says Professor Lim Eul-chul of the Institute for Far Eastern Studies. "By showing Ju-ae handling a weapon, the regime is signaling that her legitimacy is rooted in 'Gun-Barrel Politics.' Kim Yo-jong manages the present, while Ju-ae represents the armed future."
This structural reorganization suggests that Kim Jong-un is tightening the "Bloodline of Mt. Paektu" grip on power, using his sister to run the machinery of the state and his daughter to embody the continuity of the revolution.
