Daejeon, South Korea – Daejeon Metropolitan City has emerged as a frontrunner in local governance, securing its position as a top performer in the qualitative assessment segment of the Ministry of the Interior and Safety's '2025 Local Government Joint Evaluation.' This prestigious recognition, placing Daejeon third among South Korea's special and metropolitan cities – a notable ascent from its previous standing – underscores the city's robust policy implementation, administrative prowess, and unwavering commitment to its citizens. The evaluation results serve as a testament to Daejeon's innovative approach to addressing regional challenges and enhancing the quality of life for its residents.

The annual Local Government Joint Evaluation is a comprehensive assessment conducted nationwide, encompassing all 17 metropolitan and provincial entities. It meticulously examines the performance of these local bodies in executing key national policies, managing delegated responsibilities, and implementing national subsidy programs. The evaluation framework employs a dual approach, utilizing both quantitative metrics (91 indicators) to measure tangible outcomes and qualitative assessments (17 indicators) to gauge the innovativeness, effectiveness, and impact of specific policy initiatives.

Daejeon's exceptional performance in the qualitative domain is particularly noteworthy, with an impressive five of its exemplary cases being selected as national best practices – a testament to the city's creative and impactful policymaking. These lauded initiatives span a diverse range of critical areas, showcasing Daejeon's holistic approach to governance:

Forging a Regional Powerhouse: The Chungcheong Metropolitan Alliance: This groundbreaking initiative marks the establishment of South Korea's first special local government model, uniting the provinces of Chungcheongnam-do, Chungcheongbuk-do, and the cities of Daejeon and Sejong in a collaborative framework. By proactively developing foundational regulations, formulating a comprehensive super-regional development blueprint, and establishing a dedicated special account, the alliance has laid a tangible groundwork for realizing the national vision of a decentralized "local era." This pioneering approach to inter-regional cooperation has garnered national attention as a potential blueprint for other regions seeking synergistic growth and development.
Leading the Charge Against Single-Use Plastics: Daejeon's "Zero Disposable Items" Initiative: Demonstrating a strong commitment to environmental sustainability, Daejeon has implemented a comprehensive "Zero Single-Use Plastics" policy. A key component of this initiative is the city-wide adoption of Daejeon-designed reusable containers at local festivals, significantly reducing waste generation during public events. Furthermore, an innovative partnership with a professional baseball team has led to the creation and use of dedicated reusable cups within the stadium, resulting in a documented reduction of approximately 12 tons of plastic waste annually. This practical and impactful approach to waste reduction serves as a model for other municipalities striving to minimize their environmental footprint.
Honoring Veterans: Cultivating a City of Remembrance and Respect: Daejeon has prioritized the promotion of a strong veterans' culture through a series of well-structured programs that bridge the past, present, and future. These initiatives actively engage citizens in honoring the sacrifices and contributions of veterans, fostering a deep sense of community and national pride. By creating platforms for intergenerational dialogue and remembrance, Daejeon has solidified its identity as a city that deeply values and supports its veterans.
Bridging the Cultural Divide: Expanding Access and Enriching Lives: Recognizing the importance of equitable access to cultural experiences, Daejeon has launched the "Bye Bye Cultural Gap, Hi High Cultural Benefits!" project. This initiative focuses on strategically expanding cultural infrastructure and tailoring cultural content to reach underserved areas within the city. By proactively addressing cultural disparities, Daejeon is fostering a more inclusive and vibrant cultural landscape where all residents have the opportunity to engage with and benefit from cultural activities.
Fostering a Love of Reading: Building a City Connected Through Books: Daejeon has made significant strides in promoting a vibrant reading culture among its citizens. The recent opening of the state-of-the-art Dong-Daejeon Municipal Library provides a valuable community resource, offering a wide range of literary and educational materials. Additionally, the creation of neighborhood book cafes, branded "Dongne Bookne," has further integrated reading into the fabric of daily life, creating accessible and welcoming spaces for residents to connect with literature and each other. These initiatives have strengthened Daejeon's foundation as a city that values and promotes literacy and lifelong learning.
Deputy Mayor for Administration Yoo Deuk-won emphasized the significance of this national recognition, stating, "This achievement is the result of objective verification of the effectiveness and distinctiveness of Daejeon's policies. We will continue to improve the quality of life for citizens through administration that provides practical benefits." His statement underscores the city's commitment to data-driven policymaking and its unwavering focus on delivering tangible improvements to the lives of its residents.

The '2025 Local Government Joint Evaluation' serves as a critical mechanism for promoting accountability and fostering a culture of continuous improvement among South Korea's local governments. By systematically assessing performance across a wide range of policy areas, the evaluation encourages local authorities to adopt best practices, enhance efficiency, and ultimately deliver better services to their citizens. The inclusion of both quantitative and qualitative indicators ensures a comprehensive assessment that captures not only measurable outcomes but also the innovative and impactful nature of policy initiatives.

Daejeon's strong performance in this national evaluation, particularly its success in the qualitative assessment, highlights its proactive and innovative approach to governance. The city's exemplary initiatives in regional cooperation, environmental sustainability, veterans' affairs, cultural inclusivity, and the promotion of reading culture serve as compelling models for other local governments across South Korea and beyond. By prioritizing citizen-centric policies and embracing creative solutions to complex challenges, Daejeon is solidifying its reputation as a leading city in local governance and a champion for the well-being of its residents. This recognition not only validates Daejeon's past efforts but also provides a strong foundation for future endeavors aimed at enhancing the quality of life and fostering sustainable development within the city.
