CHUNGCHEONGNAM-DO – Chungcheongnam-do Province is aggressively pursuing a comprehensive strategy to secure its economic future for the next 50 to 100 years, as revealed in a recent provincial meeting. Governor Kim Tae-heum presided over a review of 43 key initiatives across seven sectors, emphasizing the province's commitment to innovation, balanced regional development, and a leading role in the national carbon neutrality drive.
The meeting, held on May 19th at the Provincial Office, saw participation from Governor Kim, administrative and political vice-governors, and heads of various departments. The agenda included detailed reports on the progress of each initiative, followed by extensive discussions.
Pioneering Future Growth Engines
A significant focus of the province's future-proofing efforts is the creation of new growth engines. In the autonomous mobility sector, Chungcheongnam-do plans to submit a preliminary feasibility study application within the year to establish a robust infrastructure. The province is also accelerating the development of its artificial intelligence (AI) industry. Projects such as the Industrial AI Certification Support Center and the AI Transformation for Materials, Parts, and Equipment (MPE) Enterprises are being fast-tracked. Additionally, the province is actively campaigning for the selection of two new public AI initiatives: a regional specialized (display) manufacturing AI center and an AI semiconductor support center.
Following the successful preliminary feasibility study in May of last year, the Smart Modular Center, a crucial component of the inorganic light-emitting display ecosystem, is set for design competition in the first half of this year, with full-scale operation slated for 2028. The Naepo Agrobio Cluster is gaining momentum with the attraction of Celltrion, a major biopharmaceutical company. In the defense industry, the Nonsan Defense Future Technology Research Center has passed its preliminary feasibility study, while the Taean Future Aviation Research Center is currently undergoing its own.
Driving Regional Integration and Balanced Development
The proposed Daejeon-Chungnam administrative integration is moving forward, with discussions underway with central government ministries regarding special provisions, including the devolution of central powers to local authorities. The province aims to enact a special law for this integration within the year.
Regional balanced development and the attraction of public institutions are also key priorities. The establishment of the KAIST affiliated Korea Science Academy for Young Talented in Chungcheongnam-do is proceeding, with design funds to be allocated based on the feasibility study expected to be completed next month. Efforts are also being made to secure government funding for the Chungnam National University Naepo Campus, building upon the agreement signed in February of last year.
The province has successfully attracted the Korea Agency of HACCP Accreditation and Certification in October 2023 and the Livestock Environmental Management Institute in July last year to the Gongju area, laying the groundwork for further public institution relocation. Collaboration with local National Assembly members is ongoing to secure national funding for these initiatives. The Railroad IT Operations Center, which broke ground last month near KTX Cheonan-Asan Station, is on track for completion in 2027.
Advancing Smart Agriculture and Tourism
In smart agriculture and livestock farming, the Global Smart Farm Complex and the ICT Smart Livestock Complex are prominent projects. The Global Smart Farm Complex, envisioned as the nation's largest in the Seosan Cheonsu Bay reclaimed land B area, is nearing contract finalization, marking its entry into full-scale development. The ICT Smart Livestock Complex is undergoing a pilot project at the Nonsan Gwangseok Pig Farm Complex, following its selection in a Ministry of Agriculture, Food and Rural Affairs competition last year.
For regional activation investment funds, the Anmyeondo Zone 3 & 4 project plans to apply for a master fund from the Ministry of Economy and Finance after signing Letters of Intent (LOI) with construction and operating companies.
Enhancing Infrastructure and Coastal Development
Major Social Overhead Capital (SOC) infrastructure expansion projects include the Taean-Anseong Expressway, which was proposed as a private investment project last year and selected for the Chungcheong region's investment revitalization plan in February, is currently undergoing a private sector feasibility study. The Boryeong-Daejeon Expressway is being reviewed for optimal route, traffic demand, and economic viability for inclusion in the "3rd Expressway Construction Plan."
In marine and cultural hub development, projects include the Dobido-Nanjido Marine Tourism Complex, the Boryeong Complex Marine Leisure Tourism City, the Garorim Bay National Marine Eco-Park, and the bid to host the 2029 National Sports Festival in Naepo. The Dobido-Nanjido complex aims to sign a business agreement for project finance investment company formation soon, while the Boryeong Complex Marine Leisure Tourism City has submitted its application to the Ministry of Oceans and Fisheries.
The Garorim Bay National Marine Eco-Park will re-apply for a preliminary feasibility study in the second half of this year, based on a newly developed "bigger picture" from July last year, with the goal of securing project selection within the year. The bid for the 2029 National Sports Festival in Naepo was submitted in February, and the province is fully preparing for the on-site evaluation while accelerating the timely construction of sports infrastructure.
Leading the National Carbon Neutrality Agenda
Chungcheongnam-do is at the forefront of the national carbon-neutral economy initiative. The development of hydrogen cities is a key component of the West Coast Hydrogen Industry Cluster project, with Boryeong and Dangjin designated as hydrogen cities in 2022, and Seosan in 2023. Boryeong and Dangjin are currently undergoing detailed design, while Seosan has commenced master plan development. The province is also actively pursuing the additional designation of Taean as a hydrogen city this year.
The Sustainable Aviation Fuel (SAF) Demonstration Center project, selected by the Ministry of Industry in February, is in the planning stages for a preliminary feasibility study. The province is also working to secure its designation as a non-preliminary feasibility study project to expedite its launch. The Carbon Capture Utilization (CCU) Mega Project has seen two out of five national sites selected in Chungcheongnam-do (Boryeong and Seosan), with intensive efforts underway with the Ministry of Science and ICT to pass the preliminary feasibility study.
The Jicheon Dam construction project is currently collecting opinions from local residents through a consultative body and is focusing on accelerating its preliminary feasibility study. The relocation of the Chungnam Forest Resources Research Institute is proceeding, with a temporary relocation targeted for July.
Governor's Vision for "Completion"
Governor Kim Tae-heum emphasized that these initiatives are not merely for Chungcheongnam-do but will drive the future of South Korea for the next 50 and 100 years. He declared that the remaining year of the 8th popular election term will be a "time of completion," where the provincial government will concentrate its capabilities to ensure the successful blossoming and fruition of the seeds that have been sown. This strategic foresight and proactive implementation underscore Chungcheongnam-do's ambition to solidify its position as a pivotal hub for future industries and sustainable growth in Korea.
