Maria del Carmen Perez, Honorary Consul of Vietnam in Paraguay, Emphasizes Continuous Expansion of Bilateral Relations

May 30, 2025, marks the 30th anniversary of diplomatic relations between Vietnam and Paraguay. Over the past three decades, the Vietnam-Paraguay relationship has been solidified through friendship, solidarity, and ever-expanding cooperation, according to Maria del Carmen Perez, Honorary Consul of Vietnam in Paraguay. This significant milestone illuminates the historical trajectory of both nations and the comprehensive potential for future cooperation.

Historical Similarities and Resilience

In an interview with the Vietnam News Agency (VNA), Honorary Consul Perez highlighted the many historical and cultural similarities shared by the two countries, commemorating the 30th anniversary of diplomatic ties. Vietnam achieved independence and unification after enduring prolonged colonial rule and wars, while Paraguay, too, overcame numerous challenges, establishing its national identity through tragic historical events like the War of the Triple Alliance.

"Both Vietnam and Paraguay have faced various difficulties, but with their respective resilience, they have overcome all challenges and provided their people with prosperous lives," Perez remarked. These shared historical experiences have fostered deep empathy between the peoples of both nations and laid the foundation for cooperation based on mutual understanding.

Immense Potential for Economic and Trade Cooperation

The potential for cooperation between the two countries, particularly in the economic and trade sectors, is immense, the Honorary Consul stressed. Paraguay is the world's fourth-largest beef exporter and a strong producer of agricultural products such as soybeans and corn. These competitive Paraguayan products, especially beef and edible oils, can meet the demand of Vietnam's growing market. Indeed, Vietnam's meat consumption continues to rise, and the expanding middle class is further driving demand for high-quality food. Paraguayan beef, with its quality and price competitiveness, holds significant potential in the Vietnamese market.

Conversely, Vietnam can export a wide range of industrial products to Paraguay, including electronics, textiles, footwear, coffee, and seafood. As a key economic player in ASEAN, Vietnam possesses a dynamic manufacturing base and is globally recognized for its competitiveness, particularly in electronics such as smartphones and home appliances. Paraguay is expected to see increasing demand for these high-quality Vietnamese manufactured goods. Furthermore, the two countries have engaged in in-depth discussions on cooperation in the telecommunications and technology sectors. This indicates an exploration of opportunities for mutual technology transfer and infrastructure development in line with the era of digital transformation.

Strengthening Relations Through High-Level Exchanges

Active high-level exchanges between the two countries in recent years have played a crucial role in enhancing mutual understanding and expanding cooperation channels. Paraguayan Minister of Industry and Commerce Javier Giménez's visit to Vietnam in 2024 served as an important occasion to discuss concrete measures for economic cooperation. During his visit, he explored ways to boost investment and trade through meetings with Vietnamese enterprises.

Additionally, senior Vietnamese officials, including Permanent Deputy Foreign Minister Nguyen Minh Vu, and numerous business delegations visited Paraguay to strengthen bilateral business ties and discover new cooperation opportunities. Notably, Vietnamese Prime Minister Pham Minh Chinh's meeting with Paraguayan President Santiago Peña at the G20 Summit in Rio de Janeiro in November 2024 demonstrates the deep bond at the highest level. These reciprocal visits contribute to building trust between the two countries and advancing practical cooperation projects.

Reinforcing Ties Through Cultural Exchange

Beyond economic cooperation, cultural exchange plays a vital role in strengthening the bonds between the peoples of both nations. Honorary Consul Maria del Carmen Perez highlighted the construction of "Aviadores del Chaco," an open-air museum being developed in San Bernardino, a tourist city 45 km from the capital Asunción. She noted that the museum's commentary would acknowledge Vietnam's ideas and contributions, symbolizing the deep respect with which both countries exchange their cultures and histories. Such cultural interaction will convey the importance of bilateral relations to future generations and foster a more robust friendship.

Beginning a New Chapter

Perez emphasized that these activities not only celebrate the milestone of 30 years of diplomatic relations but also open a new chapter for even deeper ties between Vietnam and Paraguay across all sectors, including culture, education, trade, and sustainable development.

Despite their geographical distance, Vietnam and Paraguay have achieved remarkable progress in their relationship over the past 30 years, sharing similar historical experiences and a common vision for the future. This 30th anniversary is expected to be a crucial turning point, not merely for commemoration, but for establishing broader and deeper cooperation relations for mutual benefit and laying the groundwork for a joint voice in the international community. Moving forward, the relationship between Vietnam and Paraguay is projected to become even more diversified and deepened, contributing to the improvement of the quality of life for their respective peoples and to regional and global peace and prosperity.
