A growing controversy has erupted after a large quantity of garbage, contained inside an official 20-liter pay-as-you-throw trash bag bearing the logo of Ansan City, Gyeonggi Province, South Korea, was discovered abandoned in Kamikochi, a renowned national park and alpine resort located in Matsumoto City, Nagano Prefecture, Japan.
The incident came to light when Tokusawa-en, a mountain lodge situated in Kamikochi—a picturesque valley often referred to as the "Northern Alps of Japan"—posted images of the discarded waste on its official social media channels. According to the lodge, illegal dumping has risen sharply during the peak summer hiking season. Lodge representatives noted that the vast majority of the discarded items discovered during a recent cleanup featured Hangul (Korean script) labels.
The published photographs showed an official 20-liter Ansan City waste bag filled with unassorted refuse. The contents included not only recyclable paper, plastic containers, cans, and glass bottles, but also perishable food waste such as raw meat, kimchi, and instant noodle packages. Expression of deep sadness was voiced by the lodge staff, who emphasized that Kamikochi is a precious natural heritage intended to be preserved for future generations. The lodge management urged all visitors to respect environmental regulations and announced plans to raise international awareness regarding proper waste disposal practices.
However, observers and officials have cautioned against jumping to conclusions about the nationality of the perpetrator based solely on the presence of the Korean trash bag. Some online commenters initially speculated that Chinese residents might have been involved, citing Chinese characters printed alongside Korean text on the bag. Ansan City municipal authorities clarified that the waste bag shown in the photos is not a specialized product for specific neighborhoods, but rather a standard municipal bag distributed and sold across the entire city.
Situated approximately 1,500 meters above sea level, Kamikochi is one of Japan’s premier mountain destinations. Following the easing of pandemic-related travel restrictions, tourist numbers have surged dramatically. Last year, the area recorded around 1.66 million visitors, surpassing the 1.6 million mark for the first time in 22 years.
This influx of tourists has exacerbated several local issues, including illegal littering, environmental degradation, and mountain rescue incidents caused by unprepared hikers. In response, Matsumoto City is preparing to introduce a "user fee" system for visitors, targeted for implementation as early as fiscal year 2028 to support conservation efforts and infrastructure maintenance.
Environmental advocates and local experts emphasize that the issue should not fuel nationalistic friction or xenophobic blame. Instead, they urge that the problem be framed as an individual responsibility issue, stressing the urgent need for heightened environmental awareness and visitor etiquette across all global tourist destinations.
