Paraguayan Construction Chamber Urges Thorough Investigation into Encarnación Building Collapse

Encarnación, Paraguay - The Paraguayan Chamber of the Construction Industry (Capaco) has urged authorities to conduct a thorough investigation into the building collapse that occurred in Encarnación, Itapúa Department.

Capaco released a statement last Thursday regarding the tragic incident in the San Roque neighborhood of Encarnación, where a building under construction collapsed, resulting in the deaths of two people.

Capaco expressed its deepest condolences to the families of the victims and all those affected by this tragic event.

As an organization committed to the development of a responsible construction industry, Capaco expressed its concern regarding the incident, emphasizing that it should serve as a reminder of the urgent need for action.

What are the causes of the Encarnación building collapse?

Capaco stated that safety on construction sites is a top priority and that strict adherence to clear and rigorous regulations ensuring the safety of all construction work is essential for this.

Furthermore, it mentioned that preventing such accidents requires joint efforts between the public and private sectors, strengthening oversight mechanisms and ensuring compliance with technical standards.

In its statement, Capaco said, "The Chamber is ready to cooperate with the authorities to strengthen current regulations, especially emphasizing the mandatory submission of structural design drawings and the participation of expert approvals. We firmly believe that these are essential measures to improve the safety and quality of national constructions."

Capaco urged the relevant authorities to conduct a thorough investigation to clearly determine the causes of the collapse and identify those responsible. It also emphasized that worker safety and the safety of the community must always be the top priorities in the construction industry.

Finally, Capaco expressed its heartfelt condolences to the families of the victims and reaffirmed its commitment to safe and responsible construction in Paraguay.

Additionally, it urged all stakeholders in the construction sector to redouble their efforts to create a safer and more reliable construction environment.

The building under construction, located at the corner of Capitán Molas Street and Japón Avenue in the San Roque area of the capital of Itapúa Department, collapsed around 10:30 PM on Wednesday night.

Humelinda Báez (55) and her 15-year-old granddaughter, Monserrat Brites, were at the scene and tragically died after taking shelter inside the building from the pouring rain when it collapsed on them.

Circumstances of the Accident: According to reports, the collapsed building was reportedly two stories high, and the exact cause of the collapse has not yet been determined. There were also testimonies that heavy rainfall at the time of the accident led to poor drainage conditions in the surrounding area.

Rescue Efforts: Immediately after the accident, firefighters, police, and rescue teams arrived at the scene and worked to rescue those trapped in the rubble. Tragically, after a search that continued late into the night, the deaths of the two individuals were confirmed.

Community Reaction: The news of the sudden building collapse has deeply shocked the Encarnación community. Residents are mourning the victims and hoping for the swift recovery of any injured.

Future Investigation: Following Capaco's urging, Paraguayan authorities are expected to launch a full-scale investigation to determine the exact cause of the building collapse. The investigation process is likely to review various aspects, including issues with the design and construction process, and whether safety management was inadequate. Furthermore, measures to strengthen construction regulations to prevent similar accidents in the future are also expected to be discussed.

It is hoped that this tragic incident will raise safety awareness throughout the Paraguayan construction industry and lead to the establishment of a more thorough safety management system.
