Urban Transformation Begins at Daejeon Station Area

Comprehensive Development of Complex Block 2 Project: Aiming for Project Plan Adjustment and Groundbreaking within the Year

The Daejeon Metropolitan City is set to accelerate the ‘Complex Block 2 Development Project,’ a pivotal undertaking within the Daejeon Station Area Redevelopment Promotion District. This initiative marks the commencement of a significant restructuring of Daejeon’s central axis, injecting new vitality into the once-fading downtown area and propelling the city towards a future-oriented urban landscape.

Complex Block 2, encompassing approximately 28,369 square meters in the vicinity of the Daejeon Station East Plaza, is envisioned as a futuristic mixed-use urban space integrating residential, commercial, cultural, and assembly facilities. The project is being spearheaded by Daejeon Station Area Development PFV Co., Ltd. (led by Hanwha Engineering & Construction and eight other companies), operating under a public-private partnership model that harmonizes public interests with private sector capabilities.

Having gained momentum with the announcement of the project implementation plan approval in March 2024, the project encountered headwinds due to a confluence of adverse external factors. These included a downturn in the real estate market, escalating construction costs, and rising project financing (PF) interest rates, collectively undermining the project’s profitability. In response, the developer requested mediation from the ‘Public-Private Joint Construction Investment Project Adjustment Committee,’ prompting the Daejeon City to swiftly seek viable solutions. Following deliberations by the adjustment committee, a revised project plan was formulated, incorporating adjustments such as an increased residential ratio, modifications to facility area allocations, and a restructured public contribution plan.

Based on this revised plan, the city is working closely with the developer to finalize specific amendments to the project plan. The goal is to complete the decision (modification) of the urban redevelopment promotion plan within the second quarter of 2025, paving the way for a groundbreaking ceremony before the end of the year.

In this context, the Daejeon City held a meeting at the Daejeon City Hall on April 10th to ensure the smooth progression of the ‘Complex Block 2 Development Project.’ The meeting saw the participation of Daejeon Mayor Lee Jang-woo, Dong-gu District Mayor Park Hee-jo, and key executives and stakeholders from Daejeon Station Area Development PFV Co., Ltd. At the meeting, the city and district authorities pledged their full support, including the swift execution of administrative procedures. The developer reciprocated by formally expressing their commitment to commencing construction within the current year.

This project transcends mere urban space revitalization; it is poised to be a transformative catalyst for the rejuvenation of downtown Daejeon’s functions and a significant enhancement in the quality of life for its citizens. Notably, the introduction of a smart mixed-use complex in a public transportation hub is expected to invigorate the local commercial sector, generate employment opportunities, and contribute positively to the city’s overall competitiveness.

A representative from the Daejeon Metropolitan City stated, “The Complex Block 2 Development Project is not only the centerpiece of the Daejeon Station Area Redevelopment Promotion District but also a flagship initiative embodying the core philosophy of the 8th mayoral administration. It represents a crucial opportunity to materialize the city’s vision of balanced urban development, the establishment of a future growth engine, and the revitalization of the local economy.”

Strategic Location and Connectivity: The Daejeon Station area serves as a crucial transportation hub, connecting various parts of the city and the nation through KTX high-speed rail, conventional trains, and subway lines.
