BUCHEON CITY – Bucheon City announced on the 20th that it has established detailed installation guidelines for A-frame signs (often referred to as 'ipganpan' in Korean), following the recent revision of its Outdoor Advertising Act ordinance on the 15th. This move officially legalizes the installation of these signs, which were previously a grey area in local regulations.
Addressing Past Inconsistencies
For an extended period, A-frame signs were categorized under legal outdoor advertising that could be reported. However, the absence of a specific fee structure meant they were effectively excluded from the official reporting and permitting process. This regulatory gap led to a constant stream of public complaints and a frustrating cycle of enforcement crackdowns and removals, causing significant inconvenience for both citizens and business owners. The lack of clear guidelines also fostered an environment of uncertainty for small businesses relying on these signs for visibility.
A New Framework for Legal Installation
To address these persistent issues, Bucheon City revised its ordinance on April 7th, introducing specific fee regulations for A-frame signs. This crucial amendment laid the groundwork for businesses to legally install and utilize these advertising tools. The new guidelines stipulate that installations are restricted to within building premises, not on public roads. Furthermore, the use of electricity and illumination is strictly prohibited. The ordinance also specifies detailed guidelines regarding size and material, aiming to clarify any ambiguities for the public. These precise regulations are expected to bring order and predictability to the placement of A-frame signs, improving urban aesthetics and reducing disputes.
Reporting and Fees
Businesses wishing to install A-frame signs can now officially report them through the Urban Beauty Division's Advertising Management Team at Wonmi-gu, Sosa-gu, and Ojeong-gu district offices. Each reported sign will have a permitted display period of three years, with a modest fee of 3,000 Korean Won per sign. This streamlined process is designed to be accessible and affordable for local enterprises.

A Bucheon City official emphasized the importance of this regulatory update, stating, "A-frame signs are a vital means of enhancing visibility and providing information within commercial districts." The official added, "By establishing new fee regulations and clear installation guidelines, we aim to encourage legal installations and foster a proper advertising culture in our city." This proactive approach is expected to not only alleviate past inconveniences but also contribute to a more organized and visually appealing urban landscape, supporting local businesses while maintaining public order.
