Bucheon City Accelerates Youth Job Creation Through Collaborative Partnerships

Bucheon Dream Center and Bucheon Employment Welfare Plus Center Sign MOU

BUCHEON, May 20 – The Bucheon Il Dream Center announced today that it signed a memorandum of understanding (MOU) on May 16 with the Bucheon Employment Welfare Plus Center. This agreement aims to revitalize the youth labor market and foster sustainable job creation within Bucheon City.

The collaboration is built upon the "Bucheon-style Sector-Specific Job Model," a strategic initiative designed to provide practical employment opportunities and enhance job security by aligning with Bucheon City's youth employment policy directions and the unique characteristics of its local industries.

 
Understanding the Sector-Specific Job Model

The Sector-Specific Job Model is a comprehensive strategy that links the development of human resources—specifically low-skilled workers or those within particular industries and occupations—to regional economic growth. The Il Dream Center will implement this model across three key sectors:

Sector 1: Vulnerable Employment Groups This sector serves as a central hub for highly vulnerable job seekers, offering fundamental vocational skills training, multi-functional office skills, and specialized technical training. Programs are tailored to equip individuals with the foundational competencies needed to enter the workforce, focusing on areas with consistent demand.
Sector 2: Region-Specific Industries Operating as a core for local industry-based development, Sector 2 focuses on identifying corporate human resource demands, facilitating workforce matching, and providing upskilling and reskilling training for current employees. This ensures that the local workforce remains competitive and aligns with the evolving needs of Bucheon's key industries, such as manufacturing, IT, and cultural content creation.
Sector 3: Youth Job Seekers Dedicated to young job seekers, this sector provides comprehensive support including self-exploration programs, career path design, and direct job search assistance. It aims to guide youth through the complexities of career planning and job placement, helping them discover their strengths and connect with suitable opportunities. This includes workshops on resume writing, interview preparation, and networking events.
 
Enhanced Collaboration for Youth Employment

Under the terms of the new MOU, both the Bucheon Il Dream Center and the Bucheon Employment Welfare Plus Center have committed to strengthening cooperation in several key areas:

Joint Operation of Region-Specific Employment and Education Programs: This includes developing and delivering tailored programs that address the specific skills gaps and employment needs identified within Bucheon's industries.
Strengthened Youth Employment Linkage and Post-Placement Management: Efforts will be made to not only connect young people with jobs but also to provide ongoing support and follow-up to ensure their successful integration and retention in the workplace. This could include mentorship programs and check-ins.
Linkage with Major Employment Support Systems: The collaboration will leverage national programs such as the National Employment Support System (Gukmin Chwieop Jiwon Jedo) and the Job Seeker Leap Guarantee Package (Gujikja Doyak Bojang Paekiji) to maximize support for job seekers.
Job Discovery Through Corporate Support Programs: Utilizing initiatives like the Corporate Leap Package (Gieop Doyak Paekiji), the centers will actively seek out and create new job opportunities within local businesses, fostering growth for both companies and individuals.
Administrative and Financial Support for Local Job Model Establishment: Both organizations will provide necessary administrative and financial backing to ensure the successful implementation and long-term stability of the Bucheon-style Sector-Specific Job Model.
Expansion of Collaboration with Related Organizations: The partnership will also involve broadening cooperation with other relevant institutions and stakeholders to create a more robust and integrated employment support network. This could include educational institutions, vocational schools, and industry associations.
 
Statements from Leadership

Cho Guk-je, Head of Bucheon City's Job Policy Division, emphasized the significance of the agreement, stating, "This agreement will serve as a stepping stone for Bucheon's youth to work and grow stably within our community. We will continue to implement effective employment support policies."

Park Jong-hyun, Chairman of the Bucheon Regional Labor-Management Development Council, expressed his anticipation for tangible results: "We hope this agreement will bring about real change in youth employment. We will continue to collaborate in various ways to provide more opportunities for young people."

This strategic alliance is expected to significantly bolster Bucheon City's efforts in addressing youth unemployment and fostering a dynamic and inclusive local economy. The combined expertise and resources of the Bucheon Il Dream Center and the Bucheon Employment Welfare Plus Center are poised to create a more resilient and opportunity-rich environment for the city's young workforce.
