Hongseong, Chungcheongnam-do – Chungcheongnam-do Province has emerged as a frontrunner in South Korea's pursuit of carbon neutrality, announcing on Tuesday that it has surpassed its 2024 greenhouse gas reduction target by a significant margin. The province successfully curbed 1.37 million tons of emissions, achieving 105.8% of its annual goal of 1.29 million tons. This accomplishment was highlighted during the 2025 regular meeting of the 2nd Chungcheongnam-do Carbon Neutrality and Green Growth Committee, held at the provincial government complex in Hongseong.
The high-profile meeting, chaired by Governor Kim Tae-heum and co-chaired by former Environment Vice Minister Lee Jeong-seop, brought together over 70 key stakeholders, including committee members and provincial officials. The agenda encompassed a thorough review of the progress made in 2024 under the province's ambitious 2045 Basic Plan for Carbon Neutrality and Green Growth, an examination of the implementation of climate change adaptation measures, and deliberations on crucial mid- to long-term administrative strategies.
The report on the implementation of the Basic Plan for Carbon Neutrality revealed substantial progress across various sectors. Notably, the building sector demonstrated remarkable success, achieving 118.7% of its reduction target by cutting 216,000 tons of greenhouse gases. The waste management sector also exhibited exceptional performance, exceeding its goal by 68.1% with a reduction of 111,000 tons. Other sectors contributing to the overall success included transportation (103.1% achievement, 33,000 tons reduced) and agriculture and livestock (118.7% achievement, 700 tons reduced). While carbon sinks recorded a 92.4% achievement with 51,800 tons reduced, existing carbon sinks accounted for a substantial reduction of 962,700 tons.
These efforts have resulted in a cumulative greenhouse gas reduction of 2.14 million tons since the 2018 baseline year, marking an overall achievement rate of 103.6%. The province's Basic Plan for Carbon Neutrality sets ambitious targets for emission reduction: 15.7% (2 million tons) by 2025, 43% (7.6 million tons) by 2030, and complete carbon neutrality (100%, 17.8 million tons) by 2045, five years ahead of the national government's 2050 goal.
To realize these targets, Chungcheongnam-do is actively pursuing 114 detailed projects across eight key sectors: buildings, transportation, agriculture and fisheries, waste management, carbon sinks, implementation foundation, energy transition, and industry. The annual review of the Basic Plan adheres to the 'Framework Act on Carbon Neutrality and Green Growth for Climate Crisis Response,' incorporating rigorous evaluation processes, expert consultations, and feedback from the Ministry of Environment.
Furthermore, the province's climate change adaptation measures are also showing strong progress, with all 98 targeted tasks currently underway. The overall target achievement rate stands at an impressive 97.7%, with a budget execution rate of 98.0%. A significant majority of these tasks (91) have been rated as 'Very Excellent,' underscoring the province's commitment to proactive climate action.
Addressing the committee, Governor Kim Tae-heum emphasized the urgency of climate action, referencing the devastating recent wildfires in the Yeongnam region. "The unprecedented scale of forest loss, attributed to rising sea temperatures and increased atmospheric dryness, serves as a stark reminder that South Korea is not immune to the impacts of the climate crisis," Governor Kim stated. "This is no longer a distant threat; it is our immediate reality."
Governor Kim further highlighted Chungcheongnam-do's proactive stance and significant achievements in the realm of carbon neutrality. These include a commitment to phasing out coal-fired power generation, initiatives for industrial restructuring towards greener practices, securing 680 billion KRW in national funding for alternative energy development, and the signing of RE100 agreements with major power generation and energy companies. The province also celebrated the selection of Boryeong and Dangjin as national leading carbon-neutral cities and its recognition as the top local government for exemplary carbon neutrality policies.
"Chungcheongnam-do is determined to achieve carbon neutrality by 2045, a full five years ahead of the national target," Governor Kim asserted. "We will accomplish this within the next two decades, demonstrating our unwavering commitment to a sustainable future." The province's proactive measures and impressive early achievements position it as a crucial player in South Korea's broader efforts to mitigate climate change and transition towards a carbon-neutral economy. The outcomes of Chungcheongnam-do's ambitious plans will serve as a significant case study for other regions striving to meet the challenges of a rapidly changing climate.
