Chungcheongnam-do (South Chungcheong Province) has taken a significant step towards regional revitalization with the selection of 21 universities and 124 strategic projects under its Regional Innovation System & Ecosystem (RISE) initiative. The ambitious plan, backed by a substantial investment of ₩140.3 billion (approximately $105 million USD), aims to transform the province's higher education landscape, foster new growth industries, and ultimately create a thriving ecosystem that attracts and retains young talent.
The decisions were finalized during the second Chungnam RISE Committee meeting held on May 2nd at the provincial government headquarters. Presided over by Governor Kim Tae-heum, the meeting saw the deliberation and approval of the participating universities and their proposed projects, marking a crucial milestone in the implementation of this transformative initiative.
Chungnam RISE is built upon a comprehensive vision: "Realizing a Powerful Chungnam through Bold Reform and Innovation for a New Leap Forward." This vision is translated into four core projects encompassing 17 detailed unit tasks designed to address critical regional challenges and opportunities. These pillars include:
Fostering New Growth Engine Industries: Identifying and supporting emerging sectors with high growth potential to drive economic diversification and create future-oriented jobs.
Building a Regional Industrial Innovation Ecosystem: Establishing a robust network connecting universities, research institutions, industries, and government to facilitate innovation, technology transfer, and entrepreneurship.
Strengthening the Transition of the Regional Higher Education System: Implementing reforms within universities to enhance their competitiveness, align their offerings with regional needs, and cultivate talent that meets the demands of local industries.
Realizing a Regional Community of Growth and Sharing: Creating a vibrant and attractive environment that encourages youth settlement, improves the quality of life for residents, and fosters a sense of shared prosperity.
The initial phase of the Chungnam RISE project in 2025 will see a total investment of ₩136.2 billion, which includes funding for the prestigious Glocal University Support Project, a national initiative aimed at fostering globally competitive regional universities. A significant portion of this initial investment, totaling ₩53.4 billion, will be strategically allocated to two key provincial priorities: the operation of employment-guaranteed contract departments and the autonomous resolution of local issues through collaborations between basic local governments and universities.
The contract department model is a cornerstone of Chungnam's strategy to address the persistent issue of job mismatches. By forging partnerships between universities and local industries, these specialized departments will tailor curricula to meet the specific needs of companies in key sectors such as semiconductors, displays, and tourism/food service. Sixteen universities across the province are set to operate 44 such contract departments, with the ambitious goal of producing approximately 4,000 highly skilled graduates with guaranteed local employment opportunities. This proactive approach aims to directly link education with workforce demands, ensuring that graduates are equipped with the skills necessary to contribute immediately to the regional economy.
Furthermore, recognizing the invaluable resources and expertise residing within its universities, Chungnam RISE places a strong emphasis on leveraging these capabilities to address pressing local challenges. A collaborative framework has been established to foster close partnerships between universities and local communities. This has led to the identification of 32 diverse local issues that will be tackled through university-led initiatives, ranging from the revitalization of the university district in Anseo-dong, Cheonan, to the development of smart farming technologies in Nonsan. The active participation of cities and counties, demonstrated through their commitment of ₩4.1 billion in matching local funds, underscores the collective commitment to the success of Chungnam RISE, bringing the total budget for this year to ₩140.3 billion.
Over the next five years, Chungnam Province has set ambitious yet achievable targets to measure the impact of the RISE initiative. These key performance indicators include: a substantial increase in the added value of the province's five major strategic industries from ₩62 trillion to ₩71 trillion; a significant rise in the youth employment rate from 43% to 48%; a reversal of the negative net youth migration rate from -0.5% to a positive +0.1%, indicating that more young people are choosing to live and work in Chungnam; and an improvement in the overall life satisfaction of provincial residents from 6.2 to 6.6. The overarching goal is to cultivate a sustainable ecosystem where talent is nurtured, job opportunities are readily available, and young people are incentivized to settle and build their futures in the region, creating a virtuous cycle of regional development.
Following the announcement of the preliminary selection results to individual universities, a period for submitting appeals will be open for review. The final selection of participating universities and projects will be confirmed after this process. Subsequently, universities will be required to submit revised project plans incorporating feedback received during the evaluation process. The official launch of the Chungnam RISE initiative is slated for June, marked by the signing of agreements between the province and the selected universities.
Addressing the critical demographic challenges facing South Korea, particularly the projected halving of college-age individuals by 2040, Governor Kim Tae-heum stressed the urgent need for structural reforms in the higher education sector. He outlined the province's strategic focus under the RISE framework, emphasizing four key areas: university restructuring to enhance efficiency and sustainability; specialization of universities to develop unique strengths and competitive advantages; expansion of employment-guaranteed contract departments to directly address industry needs; and proactive measures to resolve job mismatches that hinder economic growth.
Governor Kim further articulated a commitment to a merit-based allocation of resources, stating, "We will refrain from simply distributing and dividing the budget, and instead, we will selectively support universities that demonstrate a genuine commitment to radical innovation." He concluded by urging collaboration, emphasizing the importance of universities developing distinct specializations to ensure their long-term viability and their ability to drive the future prosperity of the Chungnam region.
The selection process for the Chungnam RISE initiative was rigorous and comprehensive. Following a public call for proposals launched on February 25th, universities within the province submitted detailed business plans. These proposals were meticulously evaluated by a distinguished selection committee comprising 15 experts from diverse fields, including academia, education, and the economic and industrial sectors. The evaluation process involved both thorough written assessments and in-depth online interviews, ensuring a fair and comprehensive assessment of each university's vision and proposed projects.
Chungnam Province's proactive and substantial investment in the RISE initiative signals a strong commitment to shaping its future through strategic partnerships between higher education institutions, industry, and local communities. The focus on fostering talent, driving innovation, and creating a vibrant regional ecosystem holds significant promise for the long-term prosperity and sustainability of Chungcheongnam-do.
