Chungnam Province has reiterated its firm stance on proceeding with the Jicheon Dam construction, positioning it as a pivotal project for the region's future. Governor Kim of Chungnam Province, during a press conference at the Provincial Office on March 6th, emphasized that "Jicheon, with its geographical advantages and abundant water resources, is the optimal location for water storage and the sole viable solution to the water shortage issue." He further stated, "This project transcends simple water management; it is an essential undertaking that will shape Chungnam's next 100 years, encompassing residential, industrial, agricultural, livestock, and tourism sectors."
Chungnam Province has historically faced chronic water shortages, relying heavily on the Daecheong and Boryeong Dams for over 80% of its water supply. By 2031, demand is projected to exceed supply, and by 2035, the province is expected to experience a daily water deficit of approximately 180,000 tons. The Boryeong Dam, in particular, has been prone to frequent droughts due to climate change, necessitating the activation of the Geum River aqueduct to supply 115,000 tons of water daily since September of last year.
In response, the province aims to secure a new water source, prevent disaster-related damages, and stimulate growth in Cheongyang and Buyeo through infrastructure development and attracting businesses. Governor Kim announced that the government plans to classify 14 climate-responsive dam sites, and Chungnam Province will form a consultative group involving residents and experts to ensure a transparent and collaborative process.
The province has also pledged extensive support for the dam construction area, including:
Joint efforts with local governments to develop industrial complexes and attract anchor businesses.
Support for the creation of resettlement complexes for displaced residents, along with additional aid for solar power, smart farms, and land exchanges.
Modernization of livestock farms and development of smart livestock complexes.
Creation of tourist attractions, such as observation decks and suspension bridges.
Governor Kim clarified that concerns about the designation of water source protection zones and restrictions on businesses are unfounded, and that Cheongyang and Buyeo will receive priority in water supply. He also emphasized that the region will benefit from the project, countering claims that only other areas will gain.
"The era of imposing unilateral sacrifices on residents is over," Governor Kim asserted. "With the revised enforcement ordinance of the Dam Construction Act, national support has increased from 33 billion KRW to 77 billion KRW, and the province will provide an additional 100 billion KRW in support."
The Jicheon watershed dam, planned for the Jangpyeong-myeon area in Cheongyang-gun and the Eunsan-myeon area in Buyeo-gun, will have a storage capacity of 59 million cubic meters. When fully operational, it is expected to provide 110,000 tons of water per day, enough for approximately 380,000 people.
