Arson Attack at Pennsylvania Governor's Residence: Suspect Charged with Terrorism Amidst Security Review and Calls for Hate Crime Probe

Cody Allen Balmer, a central Pennsylvania man, now faces a battery of serious charges, including arson, attempted murder, and terrorism, as authorities delve deeper into the motivations and circumstances surrounding the attack on Governor Josh Shapiro’s official residence in Harrisburg.

City & State has compiled 30 key developments in the wake of this alarming incident, shedding light on the suspect’s background, the details of the attack, the damage inflicted, and the ongoing investigations and security reassessments.

1. Suspect Identified as Former Harrisburg-Area Mechanic:

Cody Allen Balmer, the individual arrested in connection with the arson attack, was reportedly employed as a mechanic in the Harrisburg area for Kinderman’s Auto Repair at one point. The business acknowledged Balmer’s former employment in a Facebook post, stating that he had not worked for them for over two years. The company expressed sadness upon learning of the charges and voiced their full support for law enforcement and government officials.   

2. Balmer Faces Grave Charges Including Terrorism:

The legal repercussions for Balmer are severe. He has been charged with eight offenses, including six felonies: attempted homicide, aggravated arson, burglary, terrorism, and two counts of aggravated assault. Additionally, he faces two misdemeanor charges: recklessly endangering another person, and loitering and prowling at night. The inclusion of a terrorism charge underscores the gravity with which authorities are viewing the politically tinged nature of the alleged crime.   

3. Hammer and Molotov Cocktails Used in the Attack:

According to the criminal complaint, Balmer allegedly confessed to scaling the perimeter fence of the governor’s residence, using a hammer to break two windows, and subsequently throwing Molotov cocktails into the interior of the building. Disturbingly, the police affidavit also states that when questioned about what he would have done if he had encountered Governor Shapiro inside, Balmer allegedly replied that he would have assaulted the governor with the hammer.   

4. Security Camera Footage Crucial to Investigation:

Pennsylvania State Police have secured crucial security camera footage that corroborates their account of the incident. Two search warrants indicate that the footage captures Balmer climbing over the residence’s fence. The video also reportedly shows him wearing gloves of two different colors and depicts him leaving the property along Geiger Street before fleeing southeast from the governor’s mansion. Furthermore, privately owned security cameras in the vicinity provided additional footage, tracing Balmer’s movements eastward on Peffer Street after the fires were set. Law enforcement later recovered gloves matching the description, which reportedly smelled of gasoline, further linking Balmer to the crime.   

5. Attack Allegedly Politically Motivated:

The investigation has revealed a potential political motive behind Balmer’s actions. According to a search warrant for a residence in Penbrook Borough, Balmer allegedly called Dauphin County 911 after setting the fires and stated that Governor Josh Shapiro needed to know that he would not participate in the governor’s "plans for what he wants to do to the Palestinian people." Police assert that these remarks during the 911 call clearly demonstrate Balmer’s political motivation for the attack. This alleged motivation has elevated concerns about the rise of politically charged violence and its targeting of elected officials.   

6. Suspect's Family Reports Mental Health Struggles:

Adding a layer of complexity to the case, Balmer’s family has revealed a history of mental health struggles. PennLive reported that Balmer’s mother contacted Dauphin County crisis intervention just a week prior to the firebombing, on April 6th, due to her son’s erratic behavior. Upon realizing the call had been made, Balmer reportedly left his parents’ home, where he had been residing for the past year. His mother also told the outlet that he had made bizarre statements, including the unfounded and disturbing claim that Shapiro "ate babies." She also indicated that he had ceased taking prescribed medication for bipolar disorder and schizophrenia, conditions that can significantly impact an individual's behavior and perception of reality.   

7. Balmer Denies Mental Health Issues at Arraignment:

Despite his family’s assertions, Balmer reportedly denied experiencing mental health issues during his arraignment on April 14th. Spotlight PA reporter Stephen Caruso posted on X (formerly Twitter) that when the judge inquired about any mental health challenges, Balmer responded, "That’s the rumor, but no ma’am." This denial could complicate potential legal strategies related to his mental state at the time of the alleged crime.   

8. Past Criminal History Includes Domestic Violence:

Balmer’s record reveals prior brushes with the law. He was arrested in 2015 for forging checks and pleaded guilty to those charges in April 2016. Furthermore, court documents show that he was arrested again in 2023 on assault charges stemming from a domestic incident. A 2023 affidavit from a Penbrook Borough Police Officer detailed an incident where Balmer allegedly assaulted his then-wife and her children, including striking her in the face, elbowing a child with a broken leg, and shoving another child who intervened. Following this incident, Balmer reportedly told police he had attempted suicide by taking pills, which precipitated the argument. This history of violent behavior and disregard for the law raises further concerns about his potential for dangerous actions.   

9. Balmer Faced Housing Complications:

Adding to his personal challenges, Balmer had reportedly been facing foreclosure proceedings related to his Central Pennsylvania home, according to a document from the Dauphin County Sheriff's Office. Financial and housing instability can often contribute to stress and potentially exacerbate underlying mental health issues.   

10. Social Media History Shows Criticisms Across the Political Spectrum:

While the alleged motive cited by Balmer during the 911 call focused on Governor Shapiro’s stance on the Israeli-Palestinian conflict, a review of his Facebook activity suggests a more complex and less clearly defined political ideology. Posts included criticisms of both President Joe Biden and his supporters, dating back to 2021. Balmer also frequently shared memes that were critical of both the right and the left, indicating a general disillusionment or cynicism towards mainstream politics. Notably, he shared an image of a Molotov cocktail in June 2022 with the caption, "Be the light you want to see in the world," a post that now takes on a chilling significance in light of the recent attack.   

11. Personal Electronic Devices Seized by Police:

As part of their investigation, police have seized a number of personal electronic devices belonging to Balmer. These include multiple smartphones (black, silver, and an LG with a broken screen), a black smartphone, a red HP laptop computer, and an external hard drive. These devices are likely to be scrutinized for further evidence, including communications, online activity, and any potential planning or preparation related to the alleged attack.   

12. Significant Damage to Governor's Residence:

The arson attack inflicted considerable damage on the governor’s residence, particularly affecting the dining and piano rooms. Images released by the Shapiro administration reveal the extent of the fire and smoke damage. Governor Shapiro noted that the restoration of the dining room, a space often used for official functions and public gatherings, would take a significant amount of time. The historic and symbolic nature of the damaged areas underscores the severity of the attack beyond mere property destruction.   

13. Independent Security Review Underway:

In response to the security breach, Pennsylvania State Police have announced that they will engage a third-party expert to conduct an independent review of the security protocols at the governor’s residence. Jeffrey B. Miller, a strategic security consultant and former commissioner of the Pennsylvania State Police, has been retained for this purpose. Colonel Christopher Paris of the Pennsylvania State Police emphasized the public’s expectation for an independent examination of the unprecedented attack on government leadership. Miller’s assessment will encompass the property’s monitoring systems, the duty assignments of the governor’s security detail, and emergency response protocols. A comprehensive report will be issued to both the Pennsylvania State Police and the governor’s office following the review.   

14. Rebuilding Costs Estimated in Millions:

Harrisburg Fire Chief Brian Enterline revealed the day after the fire that the governor’s residence lacked a fire suppression system, such as sprinklers. He expressed hope that a sprinkler system would be installed during the renovation process and estimated that the rebuilding efforts would cost millions of dollars. The absence of a fire suppression system likely contributed to the extent of the damage.   

15. Preliminary Hearing Scheduled:

Balmer’s preliminary court hearing is scheduled for 2 p.m. on Thursday, April 23rd, at the Dauphin County Courthouse in Harrisburg. Magisterial District Judge Matthew Pianka will preside over the proceeding, which will be a crucial early stage in the legal process.

Investigators believe that DNA evidence collected from items allegedly belonging to Balmer will support his purported admissions of involvement in the arson. Pennsylvania State Trooper Michael J. Gragg stated in a search warrant that DNA was extracted from gloves, a jacket, a bag, and a sledgehammer believed to be Balmer’s. He expressed confidence that this DNA evidence will corroborate Balmer’s statements regarding his role in the fire at the governor’s residence, strengthening the prosecution’s case.

During a public appearance at a fire station, Governor Shapiro provided a detailed account of the hours preceding the attack. He recounted that his family and guests concluded their Passover seder around 10 p.m. on Saturday night and moved to a private area on the first floor. He emphasized the joyful atmosphere of the gathering. The governor stated that his family went upstairs to prepare for bed, and he fell asleep around 1 a.m. Less than an hour later, he was awakened by a state trooper urgently banging on their door, alerting them to the fire and the need for immediate evacuation. Shapiro described the swift and coordinated effort to evacuate his children, their dogs, and themselves down a back stairwell. He commended the quick thinking and professionalism of the state troopers who ensured their safety.   

18. Security Sensor Alerted Authorities to Intruder:

In an interview with "Good Morning America," Governor Shapiro revealed that the State Police were alerted to Balmer’s presence on the property after he triggered a security sensor. This early warning system allowed a state trooper to investigate, although the attack unfortunately occurred before the intruder could be apprehended. This detail highlights the existing security measures while also raising questions about how the perimeter breach occurred and why the intruder wasn't intercepted before causing damage.

19. Governor Condemns Political Violence Resolutely:

Governor Shapiro has unequivocally condemned political violence in the wake of the arson attack. On the day of the fire, he stated firmly that such violence is unacceptable and has become far too prevalent in society. He stressed that he does not condone political violence regardless of its origin, target, or motivation. He emphasized that their actions went beyond words of thanks and pledged his ongoing support for firefighters and first responders across the commonwealth. His children actively encouraged this act of service, wanting to show their appreciation to those who helped them during a frightening experience.

Department of General Services Secretary Reggie McNeil provided an overview of the planned restoration efforts for the governor’s residence. He announced an "aggressive restoration and construction schedule" aimed at reopening the living quarters and workspace in the near future. McNeil also stated that the agency is collaborating closely with the Pennsylvania State Police on implementing safety and security upgrades to the building to prevent future incidents. This proactive approach demonstrates a commitment to both repairing the damage and enhancing the long-term security of the residence.

He affirmed his trust in Dauphin County District Attorney Fran Chardo to make the appropriate charging decisions based on the evidence.
