Asunción Tackles Chronic Traffic Congestion: PY02 Highway Expansion Project Gains Momentum

ASUNCIÓN, PARAGUAY – A major infrastructure project aimed at alleviating chronic traffic congestion in Paraguay's capital, Asunción, and significantly improving accessibility to the rapidly growing metropolitan area is now fully underway. The Paraguayan Ministry of Public Works and Communications (MOPC) has begun accepting proposals from interested companies for the construction of the Asunción highway access and exit system, a key segment of the PY02 highway expansion and improvement project, which is being carried out through a public-private partnership (PPP). Estimated at a total of $175 million (approximately 240 billion KRW), this project is expected to resolve the metropolitan area's persistent traffic problems and foster regional development.

The Transformation of PY02 Highway: Asunción's Gateway

The PY02 highway is a nationally crucial arterial road connecting major production hubs in eastern Paraguay to the capital, Asunción. However, the section passing through the outskirts of Asunción, particularly the satellite city of Luque, has long suffered from chronic congestion due to heavy traffic volumes. This project focuses on alleviating these bottlenecks and enabling fast and efficient access to and from Asunción.

According to the MOPC's announcement, Rutas del Este SA, the company that acquired the PPP concession for the PY02 highway, is now requesting Expressions of Interest (Manifestation of Interest) from companies wishing to participate in the competitive bidding process for the subcontracting of this project. Interested companies must submit their applications via email (procedimientos@rutasdeleste.com.py) by May 30, 2025. Applications should include company information, a track record of similar road and elevated highway construction projects, and audited financial statements for the past three years. Companies that meet the criteria will receive further notification to submit their proposals.

4km Elevated Highway and Connection to 7 Cities

A core component of this project is the construction of an approximately 4km-long elevated urban highway that will traverse much of the city of Luque. This will be crucial in bypassing existing ground-level traffic congestion and ensuring a smooth flow of vehicles. The project also includes the construction of two additional access and exit ramps to the PY02 highway, maximizing overall traffic dispersion.

The MOPC stated that this new road system will positively impact a total of seven cities, including Asunción, Luque, Areguá, Ypacaraí, San Bernardino, Nueva Colombia, and Emboscada. These cities serve as the metropolitan area's hinterland, characterized by high population density and significant commuter traffic.

The project plan also incorporates overall operational and maintenance strategies to ensure the long-term functionality of the road network. The MOPC added that through this initiative, the government aims to enhance traffic safety, reduce travel times, and ultimately promote regional development.

 
A Key Pillar of Paraguay's Infrastructure Modernization

This PY02 highway project is part of the larger PY02 Highway Modernization and Structural Road Network (Red Vial Estructurante) Integration Project, approved under Addendum No. 7 and Amending Agreement No. 1 of the 2017 PPP Contract (PPP 01/2017). It occupies a central position within the large-scale infrastructure investment plans being pursued by the Paraguayan government.

Paraguay's underdeveloped transportation infrastructure has historically been identified as a significant impediment to national development. According to the World Economic Forum's (WEF) 2019 Global Competitiveness Report, Paraguay's transportation infrastructure competitiveness ranked 99th out of 141 countries, placing it in the lower tier. This infrastructure deficit has led to higher logistics costs and imbalanced regional development. In response, the Paraguayan government has undertaken large-scale investments in improving key infrastructure, including roads, airports, and waterways, to strengthen national competitiveness. The MOPC has announced plans to invest approximately $3 billion by 2028 to expand and construct new roads, expand airports, and develop waterways.

This PY02 highway project is expected to specifically address the severe traffic congestion in the metropolitan area, thereby improving citizens' quality of life and enhancing the efficiency of economic activities. Furthermore, the adoption of the PPP model will serve as a best practice, leveraging private capital and technology to increase the efficiency of public infrastructure projects and distribute the financial burden.

Asunción has experienced intensified traffic congestion in recent years due to rapid urbanization and an increase in vehicles. The new highway access and exit system offers a practical solution to these problems and is expected to play a vital role in the sustainable development of the metropolitan area in the future.
