The 2025 Local Administration Training program for developing countries, aimed at disseminating exemplary cases of South Korean local autonomy and fostering the groundwork for international cooperation, successfully concluded its visit to Bucheon City, Gyeonggi-do, attracting significant attention from the international community. Organized by the Local Government Officials Development Institute of the Ministry of Interior and Safety, this training is highly regarded as a meaningful opportunity for local government officials from developing countries to experience Korea's advanced administrative system and promote sustainable development through mutual exchange.
The Dynamism of Korean Local Autonomy Extends to the World
The training delegation consisted of 14 local government officials from developing countries and 10 officials from domestic local governments, totaling 24 participants. Notably, three officials from Valenzuela City, Bucheon City's long-standing sister city in the Philippines, were included, reaffirming the deep friendly relations between the two cities. The 10-night, 11-day program (June 12–22) went beyond simple tours, focusing on enhancing overall understanding of Korean local administration through lectures, in-depth institutional visits, rich Korean cultural experiences, and practical exchange programs between local governments.
The delegation showed great interest in the policy briefing on Bucheon City's 'One-Stop Civil Service', a prime example of administrative excellence. This service is a representative innovation of Bucheon City that minimizes inconvenience for citizens processing administrative tasks and maximizes efficiency. The simplification and swiftness of civil complaint procedures left a deep impression on the developing country officials as a practical policy model. Furthermore, visits to the Bucheon Arts Center to experience the essence of Korean culture and attendance at a high-quality performance by the Bucheon Philharmonic Orchestra provided excellent opportunities to showcase Korea's cultural and artistic capabilities to the delegation.
Laying the Foundation for Sustainable International Cooperation
Nam Dong-kyung, Vice Mayor of Bucheon City, welcomed the delegation, emphasizing, "We hope this training visit serves as an important opportunity to share Bucheon City's excellent policies with the world and lay the foundation for sustainable international cooperation." This statement is interpreted as Bucheon City's commitment to fulfilling its role as a responsible member of the international community, beyond being just a local government. Bucheon City plans to actively pursue various international exchanges in the future to widely promote its administrative capabilities and rich cultural values to the world.
Bucheon-Valenzuela: A Model of Mutually Beneficial Coexistence
The relationship between Bucheon City and Valenzuela City, Philippines, has been further solidified through this training. Since 2019, Bucheon City has consistently recommended Valenzuela City officials for the local administration training program, with a total of 16 officials participating to date and experiencing advanced Korean local administration. This is considered an exemplary model of mutually beneficial coexistence that promotes mutual development through practical human exchange and knowledge sharing, extending beyond a simple sister-city relationship. Particularly, the visit of this Valenzuela City delegation will be recorded as an excellent example of cooperation between Korea and the international community in supporting the capacity building of developing countries.
Bucheon City's training program has been a significant step in promoting the excellence of Korean local autonomy to the world while building sustainable cooperative relationships with developing countries. This is expected to further expand South Korea's role in the international community and significantly enhance its national brand value. Moving forward, attention is drawn to whether Korean local governments, including Bucheon City, will play an even more active role as key players in international cooperation.
