Sejong City and World Bank Expand Cooperation into AI and Digital Sectors

Sharing exemplary innovation cases at the global summit… strengthening international knowledge-sharing and cooperation

Sejong Special Self-Governing City (Mayor Cho Sang-ho) is stepping up its cooperation with the World Bank Group by sharing best policies in artificial intelligence (AI) and digital transformation, and expanding international knowledge exchanges.

The city shared its regional policy success stories with the international community at the "2026 Global AI & Digital Summit," held from October 19 to 22 at the Grand Hyatt Seoul.

Co-hosted by the World Bank Group, the Ministry of Economy and Finance, and the Ministry of Science and ICT, the summit was designed to discuss public service innovation and sustainable development strategies leveraging AI and digital transformation.

On October 21, during the "Digital Transformation of Local Governments" session, Kim San-ok, Director of the Artificial Intelligence and Digital Division, took the stage as a presenter to introduce Sejong City's AI-based disaster response innovation case, "Sejong SIREN."

"Sejong SIREN" is a system that utilizes artificial intelligence to assist in drafting situation-dissemination messages and selecting target audiences, dramatically cutting down the situation reporting process—which previously took an average of over 10 minutes—to just a matter of seconds.

Notably, the system has been widely recognized for its excellence, winning the Grand Prize at the Sejong City AI Innovation Contest and the Minister of Interior and Safety Award at the Local Government AI Best Practice Presentation Contest.

Following this, on October 22, International Relations Ambassador Park Sung-soo held a meeting with Sangbu Kim, World Bank Group Vice President for Digital and AI, to discuss continuous cooperation measures between Sejong City and the World Bank.

Both sides agreed to share Sejong City's digital administrative innovation experiences and best policies with the international community through the World Bank’s global network and international knowledge-sharing initiatives, while further expanding the scope of collaboration.

Taking the opportunity of participating in this summit, Sejong City has successfully broadened its cooperation discussions with the World Bank—which have traditionally centered on green growth—into the fields of AI, digital transformation, and international knowledge sharing.

The city plans to continue expanding exchanges with international organizations, sharing its exemplary policies with the global community, and fostering practical cooperative relationships moving forward.

"This summit served as a meaningful opportunity to share Sejong City's outstanding policies with the international community and broaden the potential for cooperation with the World Bank," said International Relations Ambassador Park Sung-soo. "We will continue to strengthen our network with international organizations and develop it into practical collaboration to elevate Sejong City's global standing."
