Incheon Social Economy Festival Blooms at Dream Park Cherry Blossom Festival, Promoting Value-Driven Consumption and Public Sector Collaboration

In a vibrant display of community engagement and economic empowerment, the Incheon Metropolitan City Social Economy Support Center recently hosted a ‘Social Economy Revitalization Festival’ in conjunction with the highly anticipated 2025 Dream Park Cherry Blossom Festival. This collaborative initiative aimed to broaden market access for social economy enterprises within the Incheon region while simultaneously fostering the adoption of ESG (Environmental, Social, and Governance) principles and values among the wider public.

The event was a result of a strategic partnership between the Public Institution Innovation Network – comprising key organizations such as the Sudokwon Landfill Site Management Corporation, Incheon Port Authority, Incheon International Airport Corporation, and the Korea Environment Corporation – and the Incheon Metropolitan City Social Economy Support Center. A central feature of the festival was the establishment of promotional and sales booths operated by various social economy enterprises. These booths provided a valuable platform for these organizations to showcase their products and services directly to festival attendees, offering citizens a tangible and immersive experience of the social economy ecosystem.

A noteworthy aspect of the festival was the temporary integration of the ‘Culture Nuri Card’ for transactions at select social economy enterprise booths. The ‘Culture Nuri Card,’ a public service initiative funded by lottery proceeds and organized by the Ministry of Culture, Sports and Tourism with the support of the Incheon Culture Foundation, typically facilitates cultural, travel, and sports-related expenditures for beneficiaries such as basic livelihood security recipients and near-poverty households. This temporary expansion of the card’s usability aimed to provide Culture Nuri Cardholders with a wider range of practical choices and to support their cultural engagement through socially conscious consumption.

This initiative holds particular significance given the inherent characteristics of social economy enterprises, which often prioritize ‘value consumption’ – a consumer behavior driven by ethical and social considerations alongside product quality and price. Recognizing this alignment, there are plans to expand the registration of social economy enterprises as Culture Nuri Card affiliates. This strategic move seeks to establish a sustainable foundation for cardholders to consciously choose social economy products in their daily lives, thereby fostering a more inclusive and socially responsible marketplace.

Kim Yong-gu, Director of the Incheon Metropolitan City Social Economy Support Center, highlighted the significance of the collaborative spirit of the event. “We also held a public procurement consultation session with the participation of the four public institutions: Sudokwon Landfill Site Management Corporation, Incheon Port Authority, Incheon International Airport Corporation, and the Korea Environment Corporation,” Director Kim stated. “This session was designed to actively support the entry of social economy enterprises into the public procurement market and to encourage public institutions to prioritize ESG-conscious purchasing practices. We anticipate that this collaborative effort will serve as a crucial catalyst for realizing social values and fostering mutually beneficial growth.”

Expanding the Social Economy Ecosystem in Incheon

The Social Economy Revitalization Festival at Dream Park represents a concerted effort to cultivate a thriving social economy ecosystem within Incheon. Social economy enterprises, which prioritize social missions alongside economic activities, play a vital role in addressing societal challenges and promoting sustainable development. By providing these enterprises with increased visibility and market access, the festival contributes to their long-term viability and impact.

The collaboration with prominent public institutions underscores a growing recognition of the potential for synergy between the public sector and the social economy. Public procurement can be a powerful tool for driving social value creation, and initiatives like the consultation session facilitate meaningful connections between social economy enterprises and potential public sector clients. This not only benefits the enterprises by opening up new revenue streams but also enables public institutions to align their procurement practices with their ESG commitments.

Empowering Vulnerable Populations through Cultural Access

The temporary integration of the Culture Nuri Card into the festival was a particularly impactful element, demonstrating a commitment to inclusivity and equitable access to cultural and economic opportunities. By allowing cardholders to utilize their benefits at social economy enterprise booths, the initiative not only provided them with a broader range of choices but also introduced them to the principles of value-driven consumption.

The planned expansion of Culture Nuri Card affiliation for social economy enterprises holds the potential for significant long-term impact. By making social economy products more accessible to vulnerable populations in their everyday lives, this initiative can foster a greater understanding and appreciation for the social and ethical considerations that underpin these businesses. This, in turn, can contribute to a more socially conscious consumer base and a stronger, more resilient social economy.

The success of this event highlights the increasing importance of the social economy as a key driver of positive social change. As consumers become more conscious of the social and environmental impact of their purchasing decisions, 1  and as public institutions increasingly prioritize ESG considerations, the role of social economy enterprises is expected to grow in significance. The Incheon Metropolitan City Social Economy Support Center’s proactive approach in fostering collaborations and creating platforms for these enterprises will undoubtedly contribute to a more vibrant and socially responsible economy in the region.   

The lessons learned and the connections forged at the 2025 Dream Park Cherry Blossom Festival’s Social Economy Revitalization Festival will likely pave the way for future initiatives aimed at strengthening the social economy ecosystem in Incheon and beyond.
