Italy Pledges Support to Boost Libyan Aviation Safety Standards

Tripoli, Libya – In a significant step towards enhancing Libya's aviation safety standards, Minister of Transport Mohamed Al-Shahoubi of the Government of National Unity (GNU) convened with a high-level delegation from the Italian Civil Aviation Authority (ENAC) on Wednesday in Tripoli. The meeting, led by ENAC Director General Fabio Nicolai, centered on bolstering technical cooperation and preparing Libya’s Civil Aviation Authority (LCAA) for rigorous European and international inspections.   

The primary objective of the discussions was to address the critical need for Libya to meet international aviation safety requirements, a crucial step towards lifting existing restrictions and fostering greater connectivity. The Libyan aviation sector has faced significant challenges in recent years, impacting its ability to operate seamlessly within the global aviation network.   

Minister Al-Shahoubi emphasized the importance of this collaboration, highlighting the shared commitment of both nations to achieving common goals. "This partnership with Italy is vital for the development of our aviation sector," stated the minister. "By aligning our standards with international best practices, we can ensure the safety and efficiency of our airspace."   

Director General Nicolai reiterated Italy's unwavering support for Libya’s efforts. "ENAC is dedicated to providing the necessary technical assistance and expertise to help Libya strengthen its aviation infrastructure and regulatory framework," he affirmed. The delegation's presence underscores Italy's commitment to fostering stability and development in Libya.   

The discussions also delved into specific areas of cooperation, including:

Technical Training: Providing Libyan aviation personnel with specialized training to enhance their skills and knowledge.   

Infrastructure Development: Assisting in the modernization and upgrade of Libyan airport facilities and air navigation systems.
Regulatory Harmonization: Ensuring that Libyan aviation regulations are in line with international standards set by organizations like the International Civil Aviation Organization (ICAO) and the European Union Aviation Safety Agency (EASA).   

Safety Oversight: Strengthening the LCAA’s capacity to conduct effective safety oversight and inspections.   

The meeting was attended by the commercial attaché of the Italian Embassy in Tripoli, further highlighting the diplomatic significance of the cooperation. Specialists from both the Libyan Ministry of Transport and the LCAA also participated, contributing their expertise to the discussions.   

This collaborative effort signifies a crucial step towards restoring confidence in Libya’s aviation sector. Achieving compliance with international standards will not only enhance safety but also pave the way for increased air traffic, boosting economic activity and facilitating greater connectivity for the Libyan people. The collaboration with Italy is a significant step in the long process of improving the Libyan aviation sector, and it will be watched closely by other nations and international aviation organizations.
