Andong Intensifies Crackdown on Illegal Use of Local Currency to Bolster Regional Economy

Andong, South Korea – Andong City is set to launch a comprehensive 22-day crackdown on the illicit circulation of its popular "Andong Love Gift Certificate" (안동사랑상품권) from May 7th to May 28th, 2025. This initiative underscores the city's commitment to ensuring the integrity of its local currency program, which plays a significant role in supporting the regional economy.

The Andong Love Gift Certificate boasts an extensive network of approximately 7,000 participating merchants and is utilized by over 88,000 residents. With an annual issuance volume reaching 100 billion Korean Won (roughly $75 million USD), the gift certificate serves as a vital tool for stimulating local spending and fostering economic growth within the region. The upcoming crackdown aims to safeguard the trust placed in this system and eliminate any fraudulent activities that could undermine its effectiveness.

Authorities in Andong have outlined specific activities that will be targeted during this intensive enforcement period. These include instances of merchants falsely registering to become affiliated with the program for personal gain or engaging in the illegal exchange of gift certificates for cash. Transactions with businesses legally restricted from participating, such as those involved in gambling, will also be scrutinized. Furthermore, any member store found to be refusing gift certificate payments or offering discriminatory treatment to customers using the local currency compared to those paying with cash or through other digital methods will face penalties. These actions are explicitly prohibited under the 'Local Love Gift Certificate Act' (지역사랑상품권법) and the city's own 'Andong Love Gift Certificate Management and Operation Ordinance' (안동사랑상품권 관리 및 운영 조례).

The consequences for businesses or individuals found to be in violation of these regulations will be severe. Andong City has stated its intention to implement a range of punitive measures, commensurate with the severity of the infraction. These measures can include administrative warnings, the imposition of financial penalties (fines), the mandatory return of any illegally obtained profits, and even referral of cases to the national police for further investigation and potential prosecution.

To facilitate the reporting of suspicious activities, Andong City will establish a dedicated "Illegal Circulation Reporting Center" (부정 유통 신고센터) within the Regional Economy Division (지역경제과) of the City Hall throughout the crackdown period. This initiative encourages residents and users of the gift certificate to actively participate in maintaining the system's integrity by reporting any suspected instances of misuse or fraud.

Andong City already employs a proactive approach to monitoring gift certificate transactions through the sophisticated Abnormal Transaction Detection System (이상거래탐지시스템, FDS) provided by Korea Minting, Security Printing & ID Card Operating Corp. (한국조폐공사, KOMSCO), the entity responsible for operating the platform. This continuous monitoring has proven effective, with the city successfully identifying and addressing three cases of illegal circulation in 2024, resulting in fines and the recovery of ill-gotten gains.

This commitment to combating the misuse of local currency programs is not unique to Andong. Across South Korea, local governments have increasingly adopted these initiatives as a means to revitalize regional economies facing challenges from national retail chains and online commerce. These gift certificates often offer discounts or bonus amounts to encourage local spending, creating a positive feedback loop that benefits small businesses and residents alike. However, the success of such programs hinges on public trust and the prevention of fraudulent activities.

The rise in popularity of local currency programs nationwide has also led to increased scrutiny regarding their management and potential for abuse. Reports of illegal cash-back schemes, where merchants offer cash in exchange for gift certificate payments (often at a discounted rate), and the use of gift certificates in restricted industries have prompted many local authorities to enhance their oversight and enforcement mechanisms.

Andong's proactive stance, including the planned intensive crackdown and the ongoing use of the FDS system, demonstrates a strong commitment to ensuring the long-term viability and effectiveness of the Andong Love Gift Certificate. By actively addressing potential avenues for abuse, the city aims to prevent the outflow of local capital to external entities and maximize the intended benefits of the program: stimulating the local economy and fostering a mutually beneficial relationship between consumers and small business owners within the Andong community.

An official spokesperson for Andong City emphasized the importance of this initiative, stating, "We will continuously strengthen management and supervision to establish a sound circulation order for the Andong Love Gift Certificate and contribute to the revitalization of the local economy." This statement reflects the city's ongoing dedication to supporting its local businesses and ensuring the economic well-being of its residents through the responsible management of its local currency program.
