Indonesia Extends Halal Certification Deadlines for Cosmetics and Personal Care to 2028

JAKARTA — The Indonesian government has officially extended several mandatory halal certification deadlines from October 2026 to 2028, granting a crucial two-year reprieve for businesses operating in the cosmetics, personal care, pharmaceutical, and food and beverage sectors.

The decision comes in response to extensive feedback from industry associations regarding the practical challenges of implementing Indonesia’s stringent halal compliance requirements. The revised timeline directly impacts multiple product categories—most notably cosmetics and personal care—which were originally slated to meet the strict October 2026 deadline.

Easing Regulatory Pressures for Manufacturers

For manufacturers, the two-year extension provides much-needed breathing room to navigate complex operational adjustments. Companies will now have extended time to address intricate formulation changes, ingredient sourcing, supply chain verification, and the overarching certification process.

Strategic Impact on International Beauty Brands

For international beauty brands and multinational corporations operating in Indonesia, the revised timetable offers vital flexibility. It allows companies to systematically prepare their product portfolios for full compliance while ensuring uninterrupted access to one of Southeast Asia's largest and most dynamic consumer markets.

Industry experts note that while the extension lowers immediate regulatory pressure, businesses are encouraged to use the transitional period proactively to secure their certifications ahead of the 2028 cutoff.
