Bucheon, South Korea – Bucheon City has become the first city in Gyeonggi-do to implement a towing policy for illegally parked electric scooters, aiming to improve pedestrian safety and reduce traffic hazards.
Starting from November 11th, the city has been actively towing electric scooters parked in unauthorized areas such as sidewalks, bike lanes, crosswalks, and bus stops. To facilitate efficient reporting, Bucheon City has developed a mobile-based complaint system that allows residents to easily report illegally parked scooters and track the status of their complaints.
The city has been piloting the complaint system since February and conducted a one-month awareness campaign from October 11th to November 10th. Since the implementation of the towing policy, the city has received 13 additional complaints, all of which have been promptly addressed by the relevant rental companies.
Strict Enforcement
Under the new policy, electric scooters parked illegally must be moved within three hours. If not, they will be immediately towed. The towing fee of 30,000 won will be charged to the rental company.
Bucheon City is home to four shared electric scooter companies operating approximately 2,600 scooters. The city has received a total of 289 complaints since February, with 277 being resolved through relocation and 12 resulting in towing.
How to Report
Residents can report illegally parked scooters by visiting the Bucheon City bicycle homepage or the citizen complaint website (pm.bucheon.go.kr) and scanning the QR code attached to the scooter. The complaint will be sent directly to the relevant rental company in real-time, and residents can track the status of their complaint through the system.
Mayor’s Statement
Bucheon City Mayor Jo Yong-ik emphasized the city’s commitment to pedestrian safety, stating, "We will do our best to ensure that pedestrians can walk safely by promptly removing illegally parked electric scooters."
