According to the The Global State of Democracy 2026 report released by the International Institute for Democracy and Electoral Assistance (International IDEA), democratic indicators worldwide have suffered significant deterioration, with the United States experiencing its lowest levels in 50 years. The comprehensive report, which tracks democratic performance across 174 countries since 1975, highlights a troubling global trend driven heavily by shifting political dynamics in major powers. 

The U.S. Democratic Recess and the Trump Factor 

The United States has recorded a sharp decline across nearly half of its roughly 30 core democratic metrics, plunging to depths not seen since 1975. Key areas such as judicial independence, access to justice, legislative efficiency, freedom of the press, and freedom of expression have experienced severe headwinds.

International IDEA points directly to the administration of U.S. President Donald Trump as a primary catalyst for this domestic and international backsliding. The report notes that the rapid concentration of power within the executive branch has been leveraged to pursue narrow political objectives and retaliate against perceived adversaries. This centralization has weakened critical institutional checks and balances at home while undermining long-standing international alliances and multilateral cooperation. 

Kevin Casas-Zamora, Secretary-General of International IDEA, emphasized the global ripple effects of American domestic politics, warning that an "epidemic of election denialism" has spread globally, with the current White House acting as its initial vector. Having first been designated as a "backsliding democracy" in 2021, the United States continues to face systemic erosion that reverberates across the international rules-based order, emboldening populist and authoritarian leaders worldwide. 

Global Trends: A Record-Breaking Downward Spiral

On a broader scale, the report reveals that 2025 marked the 11th consecutive year in which countries experiencing democratic decline outnumbered those showing improvements—the longest continuous downturn recorded by the institute. Critical metrics including judicial independence, electoral integrity, and freedom of expression have sunk to levels unseen in at least three decades. 

The Rule of Law Crisis: Rule of law remains the weakest-performing democratic category globally. Approximately 41 percent of assessed countries (71 nations) fall into the low-performance band, with 29 countries registering direct downturns. Judicial independence has taken the heaviest hit among sub-indicators. 
Freedoms under Pressure: Freedom of expression and press freedom are facing aggressive contractions, with over 20 percent of surveyed countries registering negative trajectories due to restrictive civic space, legal harassment, and political pressure. 
Despite these grim global statistics, regional variations offer patches of resilience. In the Asia-Pacific region, despite severe exceptions like Afghanistan and Myanmar, several countries displayed notable democratic upswings. Youth-led anti-government movements and political transitions in nations such as Bangladesh, Sri Lanka, and Nepal have injected fresh momentum into local democratic accountability. Meanwhile, Europe remains the strongest-performing region overall, though long-standing democracies there are also facing institutional strains, polarization, and challenges to press freedom. 

South Korea’s Democratic Rebound

In contrast to the downward trends observed in the United States and several Western nations, South Korea has charted a positive trajectory. Major democratic barometers concerning the rule of law, civil liberties, and freedom of the press have rebounded after a roughly five-year stagnation. International IDEA recognized South Korea for maintaining high standards in representation, rights, and political participation, signaling a resilient recovery in its institutional integrity.

A Call for Strategic Re-engagement

Despite the pervasive nature of the current "democratic recession," International IDEA insists that these setbacks are neither permanent nor irreversible. Secretary-General Casas-Zamora underscored that political volatility also creates vital opportunities for democratic renewal. 

Crucially, the report concludes with a strategic policy message: democratic support and institutional resilience must be placed at the core of national and international security agendas. Addressing the proven correlation between democratic decay and rising global conflict requires treating the defense of democracy not merely as a diplomatic ideal, but as an indispensable pillar of global peace and stability.
