Signs MOU with Mandal Financial Group… Builds cooperation networks with Genghis Khan Sovereign Wealth Fund

The Korea Tourism Organization (President Park Sung-hyuk, hereafter KTO) announced that it held the '2026 Mongolia Korea Medical Tourism Roadshow' in Ulaanbaatar and Dalanzadgad, Mongolia, from September 4 to 6 to attract Mongolian medical tourists.
Last year, 35,586 medical tourists from Mongolia visited South Korea, accounting for 21.3% of all Mongolian visitors to the country. The average growth rate of Mongolian medical tourists over the past three years stands at 27.4%, and their average spending per capita is approximately 9.88 million KRW—1.5 times the average of all inbound medical tourists (6.73 million KRW), making it a key high-value-added market. KTO organized this roadshow by focusing on 'mining,' the country’s main economic base that accounts for 94% of Mongolia’s total exports and 30% of its GDP, alongside the growing local demand for medical tourism.
First, KTO held a meeting with the 'Mongolian National Mining Association,' which has about 90,000 affiliated workers, and proposed the introduction of customized essential health checkups and specialized wellness programs for workers. In addition, KTO discussed the introduction of customized medical tourism products with the 'Genghis Khan Sovereign Wealth Fund,' a state-owned holding company overseeing national strategic mines, and its 17 affiliated mining companies (representing about 18,000 executives and employees), materializing efforts to target core pillar industries. Furthermore, KTO met with 5 key local medical tourism agencies responsible for the actual operation of these customized products, reviewing ways to develop medical, wellness, and non-metropolitan-linked products targeting not only employees but also their spouses and other accompanying family members.
Along with this, KTO solidified cooperation for on-site inbound attraction with local financial groups. At the 'Korea Medical Tourism Night' event held in Ulaanbaatar on the evening of the 4th, KTO signed a memorandum of understanding (MOU) to revitalize inbound medical tourism with 'Mandal Financial Group' (hereafter Mandal), which holds about a 90% share of Mongolia's asset management market. Both sides agreed on joint product development and continuous networking leveraging Mandal's network of 260,000 customers. This was followed by a multi-faceted review with Trade and Development Bank (TDB) to expand the application of the medical expense discount program 'Britto Care' and develop high-end wellness products targeting VIPs.

B2C and B2B marketing targeting local consumers and industry players was also successfully carried out. A total of 23 domestic medical institutions and medical tourism agencies (59 participants) joined the roadshow, conducting 1:1 in-depth consultations tailored to the desired medical fields of around 200 Mandal VIP customers, which received an enthusiastic response. Moving the stage to Dalanzadgad in Umnugovi Province, home to Oyu Tolgoi (one of the world's largest mines), KTO operated a customized medical tourism consultation and PR pavilion for some 800 employees and residents, and solidified regional cooperation through the 'Dalanzadgad Korea Medical Tourism Night.'
Through this roadshow, KTO successfully achieved a total of 803 consultations, recording an estimated sales revenue of approximately 19.6 billion KRW.
President Park Sung-hyuk stated, "Taking this roadshow as an opportunity, we held relay meetings with major local institutions and financial circles, including the Mongolian National Mining Association, medical tourism agencies, TDB Bank, the Genghis Khan Sovereign Wealth Fund, and Mandal Financial Group." He added, "Currently, KTO is operating the 'Healthy Miner' product in cooperation with local prominent travel agencies, and we will do our utmost to attract medical tourists among Mongolian mining employees by proposing an additional multi-lateral health promotion program called the 'Happy Miner Campaign' involving KTO, travel agencies, the mining industry, and the financial sector (cards, insurance)."
Meanwhile, since opening the Ulaanbaatar Office in 2017 and hiring a dedicated medical tourism manager in 2019, KTO has continued its efforts to pioneer the local Mongolian medical tourism market and strengthen its attraction foundation.
