Brazil and Paraguay met on Paraguayan territory, a symbol of unity between the two countries, to discuss ways to strengthen cooperation regarding Itaipu. Davi Alcolumbre, President of the Brazilian National Congress, and Basilio Núñez, President of the Paraguayan National Congress, expressed their commitment to normalize bilateral relations and overcome the recent wiretapping controversy through this meeting.
In particular, the Paraguayan side strongly protested against the past wiretapping activities by the Brazilian government, which had a serious negative impact on bilateral relations. The Lula administration has been striving to restore Paraguay's trust through swift apologies and promises to prevent recurrence.
The main agenda of this meeting was the review of Annex C of the Itaipu Treaty. Annex C is a crucial document that regulates the financial aspects of the Itaipu Dam's operation, especially concerning the distribution of energy sales revenue after the repayment of the dam's construction debt. Both countries are working to resolve this issue fairly and equitably.
The Itaipu Dam is a vital facility that significantly impacts the economies of Brazil and Paraguay. The two countries are pursuing mutual prosperity through energy cooperation, and this meeting is expected to serve as an opportunity to further strengthen this cooperation.
