On September 14, foreign ministers from Iran and the six member states of the Gulf Cooperation Council (GCC) are scheduled to gather in Salalah, Oman, for high-level talks addressing maritime security and commercial navigation through the strategic Strait of Hormuz. Arranged through Oman’s mediation, this summit marks the first time senior officials from the GCC bloc and Iran have convened in a single forum since the outbreak of regional hostilities in February.

This diplomatic push follows the collapse of the U.S.-Iran cease-fire framework. As Washington relies on military and economic pressure to force the reopening of the vital energy corridor, the ongoing closure has inflicted severe economic damage on Gulf oil-producing nations. In response, Iran and Oman negotiated a provisional framework where inbound vessels would use Iranian territorial waters, and outbound ships would pass through Omani waters.

GCC participation reflects a pragmatic shift, acknowledging that U.S. pressure alone cannot ensure a quick reopening. While facing past security disruptions, these nations recognize that failing to engage Tehran threatens their economic models, which depend on crude exports and foreign investments.

Sources indicate divergent motives: Iran and Oman seek to rally regional consensus to pressure Washington into lifting its naval blockade and economic sanctions. Meanwhile, GCC states focus on securing safe passage while emphasizing the temporary nature of the deal.

Tehran maintains that full reopening remains conditional on U.S. concessions, including lifting the blockade, allowing oil exports, and releasing frozen assets. Without a shift in U.S. policy, officials warn the meeting risks remaining symbolic. Compounding matters, pro-Iranian Houthi forces have intensified offensives near the Bab el-Mandeb Strait, adding further strain as regional mediators work to revive broader talks.
