South Korean consumers' expectations regarding future interest rates have climbed to their highest level in nearly three years, driven by anticipations of monetary tightening and shifting market conditions. According to the Bank of Korea (BOK) on September 23, the Consumer Survey Index (CSI) for interest rate levels rose by 3 points from the previous month to 128. This marks the highest reading since October 2023, reflecting growing public consensus that borrowing costs, bond yields, and base rates are headed upward. 

Park Yong-min, head of the BOK’s Economic Sentiment Survey Team, noted that the index captures general public awareness encompassing central bank policy adjustments as well as broader commercial debt and market yields. 

Economic Sentiment and Income Expectations Bounce Back

Despite growing concerns over financing costs, the overall economic mood showed signs of recovery. The Composite Consumer Sentiment Index (CCSI) rebounded by 2.1 points to 106.6 in September, recovering from a dip the previous month. The sub-index for expected household income increased by 2 points to 102, while the current economic conditions index jumped 4 points to 83. 

Analysts attribute this renewed optimism primarily to robust export performance, led by a strong semiconductor sector. The trickle-down effect of semiconductor manufacturing strength into facility investments has bolstered public expectations for enhanced personal income and wage conditions. Regionally and demographically, income optimism was particularly pronounced among consumers in their 40s and those with monthly household incomes in the 4-million-won bracket. 

Housing Market Outlook and Inflation Expectations Remain Steady 

Expectations regarding real estate stayed stubbornly elevated. The housing price outlook CSI remained unchanged at 125, holding well above the baseline of 100 for the sixth consecutive month. While sentiment in Seoul dipped slightly by 1 point to 133, it remained the highest in the country, sustained by persistent upward price pressures across the metropolitan housing market. 

Meanwhile, the expected inflation rate for the year ahead held steady at 2.7%. BOK officials pointed out that while renewed geopolitical tensions in the Middle East drove up public sensitivity toward petroleum product prices—with 53% of respondents citing oil as a primary inflation driver—these upward pressures were balanced by stabilizing currency exchange rates and ongoing monetary discipline. Financial authorities continue to monitor these cross-currents as household debt and global commodity volatility pose ongoing risks to the recovery.
