A U.S. federal district judge, Jon Woodcock, issued a temporary restraining order against the Donald Trump administration's freeze on federal Department of Agriculture (USDA) funds allocated to Maine. This action comes amid escalating tensions between President Trump and Maine Governor Janet Mills over the issue of transgender athletes.

Judge Woodcock granted Maine's request for a temporary restraining order filed last Friday. In addition to the USDA, several other federal agencies reportedly threatened to withhold funding from the state. The USDA did not immediately respond to a request for comment.

The conflict between President Trump and Maine ignited in early February when the president issued an executive order banning transgender student athletes from competing on girls' sports teams. The executive order also called for the federal government to "recover all funds from educational programs that deprive women and girls of fair athletic opportunities."

In response, the Maine Principals' Association, which governs the state's school sports, stated that the federal directive conflicted with state law and that they would continue to allow transgender girls to participate in sports. Subsequently, during a governors' event at the White House on February 21, President Trump directly addressed Governor Mills, criticizing her opposition to his executive order.

"You'd better do that, Governor," President Trump warned Mills. "Otherwise, you get no federal funds whatsoever." Governor Mills retorted, "We'll see you in court."

Following this exchange, President Trump publicly demanded an apology from Governor Mills. He asserted on social media that "this issue can only be resolved with the Governor's own sincere apology and a statement that she will no longer illegally challenge the federal government."

As the situation deteriorated, Maine Public Radio reported that the Trump administration initiated multiple investigations into Maine over concerns of Title IX violations, the federal law prohibiting sex-based discrimination in education. The investigations reportedly involve the Department of Education and the Department of Health and Human Services.

The USDA entered the fray earlier this month. In a letter dated April 2 to Governor Mills, Agriculture Secretary Brooke Rollins informed the governor that the department would temporarily suspend funding for specific administrative and technical functions in schools in response to the governor's "defiance of federal law."

While the exact amount of funding at stake remains unclear, Secretary Rollins threatened that other areas of research and education-related funding would also be reviewed. Maine filed a lawsuit last Monday, arguing that the federal government failed to follow essential legal and regulatory procedures before terminating the funding.

In the lawsuit, Maine Attorney General Aaron Frey urged the court to reinstate the federal funding, emphasizing that the funds are used to support meal programs for students in Maine.
