TOKYO — Controversy has erupted in Japan following revelations that the Japan Ground Self-Defense Force (JGSDF) systematically collected sensitive personal information on private citizens, including university professors and non-governmental organization (NGO) workers. According to an investigative report published by the Asahi Shimbun, a former member of a specialized JGSDF unit known as the "Local Information Unit" blew the whistle on these covert surveillance activities.

The whistleblowing accounts and subsequent media coverage revealed that the unit targeted civilians who possessed extensive expertise in foreign affairs and international situations—areas particularly relevant to regions where the Self-Defense Forces are deployed overseas. The surveillance documents obtained by Asahi Shimbun contained approximately 40 detailed personal data categories per individual. These intrusive metrics ranged from physical descriptions such as photographs, body types, eye color, and skin tone, to deeply personal attributes including psychological traits, personal attitudes, political ideologies, beliefs, financial statuses, and even sexual orientations. 

Insiders revealed that the unit operated under stringent internal guidelines, referring to the process of tracking and approaching targets as "sales" (Eigyo). Personnel were allegedly subjected to a strict quota system that mandated maintaining contact with designated targets at least twice a month.

Legal experts and regional media outlets have pointed out severe legal and ethical concerns regarding these practices. Because the surveillance reports were allegedly handled outside official administrative documentation channels, the operation potentially violates Japan’s Personal Information Protection Act as well as the Public Records and Archives Management Act, which governs the proper handling and accountability of government documents. The issue initially surfaced in late July through investigative reports by a local newspaper in the Kyushu region before gaining nationwide attention. 

Amid growing public outcry and parliamentary scrutiny, Japanese Defense Minister Shinjiro Koizumi addressed the allegations during a press conference. He stated that, as of the current stage, no confirmation has been made regarding whether the unit engaged in inappropriate activities. Meanwhile, Japanese government officials acknowledged that intelligence-gathering activities targeting civilians did take place, though they claimed that the collected information was rarely, if ever, utilized in actual JGSDF overseas dispatch operations.

Critics and civil rights advocates argue that this explanation fails to address the core issue of state surveillance targeting innocent civilians' private lives and political beliefs. The incident has intensified longstanding debates over the boundaries of intelligence operations conducted by Japan's military institutions and the protection of constitutional civil liberties.
