Bucheon City Conducts Resident Registration Fact-Finding Survey... Easy Participation through Non-Face-to-Face Method

Simple participation via Government24 and penalty reduction for voluntary reporting

Bucheon City will conduct a "Resident Registration Fact-Finding Survey" from July 21st to November 26th to ensure the accuracy of resident registration and enhance the efficiency of administrative services. This survey is a national investigation conducted annually to verify whether the registered address matches the actual place of residence, and it serves as fundamental data for establishing various policies and providing administrative services.

The survey period is divided into a non-face-to-face survey from July 21st to August 31st, and an in-person visit survey from September 1st to October 23rd. The in-person survey will be conducted directly by neighborhood chiefs (tongjang) and responsible public officials.

The non-face-to-face survey allows eligible individuals to access the 'Government24' app, confirm their actual residency at their registered address via location-based (GPS) verification, and respond. For households with the same address, one household member can represent and respond for the entire household. Notably, participating households are, in principle, excluded from the in-person visit survey.

However, key survey target households including: △centenarians (100 years or older), △individuals with unknown residency for 5 years or more, △suspected deceased individuals, △high-risk welfare crisis households, and △households with long-term unauthorized absences or school-age children not attending school, will undergo in-person verification regardless of their non-face-to-face response.

If the in-person survey reveals a discrepancy between the registered address and the actual place of residence, official administrative measures will be implemented from October 24th to November 20th, following a notification and public announcement process. Through this, the city plans to meticulously confirm the actual residency of these households to enhance the accuracy of resident registration information.

Furthermore, if resident registration violations are voluntarily reported during the Resident Registration Fact-Finding Survey period (July 21st to November 13th), the fine imposed under the Resident Registration Act can be reduced by up to 80%. Accordingly, the city encourages citizens whose registered addresses differ from their actual residences to participate in voluntary reporting within the deadline.

Park Hee-soon, head of Bucheon City's Civil Service Division, stated, "Resident registration is the most basic information that serves as the standard for providing welfare and administrative services, so we ask for the active cooperation of citizens in this survey." She added, "As it is easy to participate non-face-to-face, we hope many citizens will respond."
