Chuseok Highway Gas Price Discount Sparks Fairness Debate and Protests from Local Gas Station Owners

As the South Korean government announced a plan to lower fuel prices by 100 won per liter at highway gas stations during the Chuseok holiday, ordinary independent gas station owners have voiced strong opposition. Critics argue that utilizing public corporation funds to support specific businesses creates an unfair market imbalance. While drivers welcome the relief for long-distance holiday travel, local service station operators claim the policy undermines fair competition, cutting deeply into their revenue during a peak travel season.

Background of the Policy and Operational Scope

To alleviate the heavy financial burden on citizens caused by rising global oil prices and holiday travel expenses, the government implemented a temporary price cut. Specifically, fuel prices at 226 state-managed highway gas stations operated by the Korea Expressway Corporation were reduced by 100 won per liter compared to baseline rates. The cost of this subsidy is covered using the corporation's revenue reserves.

Before the discount, the average prices at these highway stations stood around 1,844 won per liter for gasoline and 1,834 won per liter for diesel, dropping significantly during the holiday window. Proponents argue this direct intervention provides immediate economic relief to millions of citizens visiting their hometowns.

The Controversy: Market Distortion and Independent Business Woes

The core grievance from local associations, particularly in regions like Daejeon, centers on structural market inequality. Independent gas stations operate under razor-thin margins—often competing over just 10 to 20 won per liter. With highway stations offering prices roughly 90 to 100 won cheaper, local operators near highway entry points face severe customer loss instead of traditional holiday sales boosts.

Industry representatives emphasize that they do not oppose consumer savings in principle. Rather, they object to government-backed preferential treatment that distorts local commerce. Service station owners argue that using public funds to benefit a select group of highway facilities unfairly penalizes tax-paying small business owners who cannot match such government-subsidized cuts.

Consumer Perspective and Broader Economic Context

Conversely, motorists have largely praised the initiative. For drivers grappling with high fuel costs following global supply chain disruptions and geopolitical conflicts, the discount significantly lowers the cost of long-distance family visits.

Economic analysts note that while such targeted subsidies successfully boost consumer purchasing power and ease holiday traffic financial stress, they expose structural vulnerabilities in retail petroleum markets. The debate highlights the ongoing challenge of balancing consumer welfare with fair market competition for small business owners.
