SEJONG — In a decisive move to strengthen international municipal diplomacy and foster multi-dimensional growth, the City of Sejong has officially expanded its cooperative framework with Hanoi, the vibrant capital of Vietnam. On September 8, Sejong Mayor Cho Sang-ho and Vu Dai Thang, Chairman of the Hanoi People's Committee, convened at the Sejong City Hall Council Chamber to sign a comprehensive Letter of Intent (LOI). This landmark agreement marks a new chapter of dynamic partnership, focusing intensely on trade, economic development, human resource training, cultural arts, sports, and advanced urban administration.

The high-level delegation from Hanoi, comprising nine key officials led by Chairman Vu Dai Thang, traveled to South Korea's administrative heartland to review previous milestones and chart an ambitious roadmap for future bilateral collaboration. The newly signed LOI lays down a future-oriented foundation, ensuring that both cities will leverage their respective strengths in digital governance, smart city innovations, and sustainable industrial growth.

Building on a Foundation of Proven Success This diplomatic milestone is far from a symbolic gesture; it builds upon a robust history of trust and active engagement that has flourished since the initial leadership meetings in April of the previous year. Over the past year and a half, Sejong and Hanoi have systematically transformed diplomatic dialogue into tangible, high-value outcomes for their citizens and business communities.

A prime example of this flourishing technical and academic exchange occurred during the Hacking Zone Sejong (Hacktheon Sejong) International University Student Cybersecurity Competition held this past July. The prestigious event witnessed overwhelming international interest, drawing 106 teams consisting of 387 talented participants from Vietnam alone. Demonstrating exceptional technical prowess, the Vietnamese team "CyberCh1ck" secured the Grand Prize in the beginner division, highlighting the immense potential of Vietnamese youth in digital security and software engineering.

On the economic front, bilateral commercial ties achieved remarkable breakthroughs. At a major business matching event hosted in Hanoi last June, four regional enterprises from Sejong successfully executed export agreements totaling an impressive $10.8 million. This commercial triumph underscored the compatibility of Sejong's innovative small-and-medium enterprises with Vietnam's rapidly expanding consumer and technological market.

A Vision for Smart Urban Futures Looking ahead, Sejong City plans to operationalize the LOI by initiating targeted cooperative projects centered around advanced digital economies and smart city administration. As a globally recognized administrative capital designed with cutting-edge urban planning, Sejong aims to share its institutional insights with Hanoi, which faces the rapid urbanization challenges typical of Southeast Asia's booming metropolitan centers.

During the official signing ceremony, Mayor Cho Sang-ho emphasized the profound significance of the agreement. "Building upon the solid achievements we have accomplished thus far, we will actively expand networking opportunities for our local enterprises and open wider international distribution channels," Mayor Cho stated. "We are fully committed to sharing our institutional experiences in urban management and digital administration. It is our sincere hope that this LOI will catalyze a comprehensive wave of collaboration encompassing economy, administration, culture, and human exchanges."

As both cities continue to engage in regular delegations, high-level meetings, and thematic seminars, the Sejong-Hanoi partnership serves as an exemplary model of subnational diplomacy.
