The United States Department of State has abruptly suspended and rescheduled immigrant visa interviews across all U.S. embassies and consulates worldwide, sparking widespread confusion among applicants. The sudden measure is designed to implement a global training program for consular officers, focusing strictly on identifying applicants who may potentially depend on U.S. public welfare benefits. 

This sweeping directive follows a recent federal court setback for President Donald Trump’s administration. On August 21, a Manhattan federal district court invalidated a prior administration policy that had suspended immigrant visa applications from 75 specific countries, ruling that the blanket ban unlawfully bypassed individualized consular discretion. In response to this legal roadblock, the administration pivoted to a mandatory global training initiative to ensure that screening processes rigorously target potential public charges under existing statutory frameworks. 

The abrupt halt has caused immediate disruption globally, including at the U.S. Embassy in Seoul, where applicants—such as those waiting for fiancé (K-1) or permanent residency visas—received sudden cancellation notices. Because the State Department has not disclosed a specific timeline for when interviews will resume, prospective immigrants and professionals face intense anxiety regarding travel plans, employment schedules, and family reunifications. 

While the suspension officially targets immigrant visa pathways, anxieties are mounting across non-immigrant categories as well. Observers note that the overarching crackdown aligns with a broader tightening of U.S. immigration policy ahead of the upcoming midterm elections. Recent measures include proposed exorbitant fees of over $100,000 for specialized H-1B work visas, plans to revoke tourism and business (B1/B2) visas for individuals seeking asylum, and steep cash bonds for visitors from select high-overstay nations. As the Trump administration doubles down on its hardline immigration agenda, applicants navigating the U.S. legal system must brace for prolonged delays and significantly heightened administrative scrutiny.
